Description
The U. S. Navy Communications Program Office, San Diego, CA intends to solicit open market proposals using full and open competition for its Commercial Broadband Satellite Program (CBSP). The purpose of the CBSP services acquisition is to provide satellite capacity in C, Commercial X, Ku, and possibly other bands as well as terrestrial and supporting requirements to support the three variants of CBSP terminals: Force Level Variant, Unit Level Variant, and Small Ship Variant. Types of services to be included in the acquisition are: (i) Fixed site communications service providing connectivity, demarcation-to-demarcation, for fixed sites, to the CBSP shipboard terminals; (ii) Bandwidth capacity providing bulk transponder services to support C, Commercial X, Ku and possibly other bands of space capacity to the CBSP shipboard terminals; (iii) Engineering and support services providing support services for establishing and maintaining SATCOM user connectivity, accommodating developing and surge requirements, administering a COMSATCOM connectivity status tool that provides Navy CBSP operations personnel with the current and planned future status of the CBSP network; (iv) Host nation approval, landing rights, and FCC licenses providing regulatory documentation for terminals included as part of the service. The intent is to award an indefinite quantity indefinite delivery contract for a one-year base period and four one-year option periods. Acquisition will be conducted under FAR Part 12, Commercial Acquisitions. Acquisition will be performance based. Reference previous CBSP special notice and SOO posted on 7 Mar 2008. The RFP will be issued on behalf of the U.S. Navy by the Defense Information Systems Agency (DISA) Defense Information Technology Contracting Organization - Scott Field Office, located at 2300 East Drive, Scott AFB IL 62225-5406. The purpose of this presolicitation notice is to provide potential offerors an opportunity to review the Government's draft RFP and provide comments. The Government requests potential offerors provide comments to the draft RFP that address the evaluation criteria, the CLIN structure, the Statement of Objectives, or any additional topics for consideration in conducting this acquisition. The draft RFP may be downloaded at the web site provided in this notice and will not be provided directly by the Contracting Officer. The draft RFP may be downloaded from the following web site: https://www.ditco.disa.mil/dcop/public/asp/dcop.asp. The draft RFP will be available for download on 10 Oct 2008.
