Description
THIS IS A PRE-SOLICITATION NOTICE ONLY. IT IS NOT A REQUEST FOR PROPOSALS. It is the Government's intent to issue, on or before 16 Oct 2008, solicitation N62470-08-R-7101, an OMB Circular A-76 (Revised Nov 2006) Cost Comparison Study, to provide Identification Card Administration via the Real-Time Automated Personnel Identification System (RAPIDS) throughout the United States, Hawaii, the District of Columbia and the Territory of Guam. Approximately 144 Department of Defense incumbent service providers are affected by this public-private competition. The function includes Identification Card Administration. Performance periods will include a three (3) month phase-in period, four (4) twelve (12) month option periods and a nine (9) month option period, for total performance duration of sixty (60) months. A performance-based, firm fixed price type contract is anticipated. The North America Industry Classification System (NAICS) code for this acquisition is 561110, Office Administrative Services, and the small business size standard is $7 million. PARTICIPATION IN THIS ACQUISITION IS SMALL BUSINESS SET-ASIDE. The Government anticipates issuing this solicitation on or before October 2008, receiving proposals 60 - 90 calendar days after issuance, and conducting a Pre-proposal conference within 20-35 calendar days after issuance. Additional details to be contained in the solicitation. Availability of the solicitation will be limited to electronic medium which is available for download via the Navy Electronic Commerce Online (NECO) website at http://www.neco.navy.mil under the solicitation number. The official plan holders list will be maintained on and can be printed from the website. All prospective Offerors and plan rooms are encouraged to register as plan holders on the website. Plan holders lists will only be available from the website. Registering Offerors and plan rooms must provide a complete name, complete mailing address and area code and phone number, Offeror type (prime contractor, sub contractor, supplier or plan room), email address and size (large business, small bus! iness, small disadvantaged business, woman owned small business or other). Notification of any changes (amendments) to the solicitation will be made only on the Internet. It will be the contractor's responsibility to check the website for any posted changes. In accordance with FAR 15.1, and OMB Circular A-76, the Competitive Sourcing Acquisition Center of Excellence (CSACOE) Norfolk, VA will be using the low priced technically acceptable (LPTA) source selection process for this acquisition. Please refer to sections L & M of the solicitation, once issued, for details regarding the evaluation criteria and submission requirements. The solicitation will not result in a contract unless the costs of contracting are lower than the costs of continued Government performance by the minimum cost differential, in accordance with the OMB Circular A-76 (1 Nov 2006). The conversion differential is a cost that is the lesser of: (1) 10% of the Most Efficient Organization's (MEO) personnel-related costs on Line 1 of the Standard Competition Form (SCF) or, (2) $10,000,000 over all of the performance periods stated in the solicitation. In addition, a contract will not be awarded unless a determination has been made that no competitive advantage is gained by the contractor's share contribution to its employer-sponsored health insurance plan or benefits, or by the contractor's share contribution to its employer-sponsored retirement plan or benefits. As stated in FAR Clause 52.207-3, Government personnel adversely affected by conversion of Government-performed services to contract have the Right of First Refusal for a! vailable positions, if qualified.
