Description
The Department of the Treasury, Internal Revenue Service (IRS) has a requirement for a contractor(s) to provide an electronic payment product that allows taxpayers to make federal tax payments through convenient, safe and secure means and to collect the appropriate services fees from the taxpayer to cover all costs incurred to deliver the services requested by the U.S. Government. The IRS anticipates the award of multiple $0.00 dollar contracts to commence November 11, 2008 or filing season 2009 electronic payment services. This acquisition will be conducted as a full and open competition. The North American Industrial Classification System (NAICS) Code for this acquisition is 522320. Contract(s) will consist of one base year with four one-year optional renewal periods of performance. All responsible vendors may submit a proposal, which will be considered by the agency. The required services have been determined to meet the definition of commercial items in accordance with Part 2.101 of the Federal Acquisition Regulation (FAR). Resultant contracts are expected to have a contract term of not more than five years, to encompass a one year base period, and four (4) one year option periods. Pursuant to the Taxpayer Relief Act of 1997 (IRC 6311(d) (2), the Secretary of the Treasury is authorized to enter into contracts to obtain services related to receiving payment by other means where cost beneficial to the Government. The Secretary may not provide any fee or provide any other consideration under such contracts. No U.S. Government appropriated or non-appropriated funds will be made available or utilized in performance of the resultant contracts. The taxpayer will be responsible for paying the Contractor directly for the services rendered. Contractors must be registered in the Central Contractor Registration (CCR) database to be eligible for contract award. Information on registration and annual confirmation requirements for CCR may be obtained by calling 1-888-227-2423, or by accessing the CCR web site at http://www.ccr.gov. The solicitation document will be posted on the Internet at http://www.irs.gov proceed to Contracting Opportunities, IRS procuments, What's New at Procurement; approximately ten days after the publication date of this synopsis.
