Description
This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Undersea Warfare Center Division Newport requires an offeror to design and build a Winch Handling System for the Multi-Function Towed Array. This Handling System will be an upgrade to the OK-410 Handling System. This Handling System consists of a Winch Assembly, Level-wind Assembly, Over-boarding Fairlead Assembly, Control Console and optional Junction Boxes. The objective is to provide a compatible modernized handling system to meet the DDG-51 installation plan. This Handling System will be designed and built according to a combination of build to specification and build to print requirements. The Solicitation will contain a Pre-production Unit and Options for Additional Systems, Repair/Spare Parts, Engineering Services and Drawings. Type of Contract: Cost Plus Fixed Fee (Completion) for the Pre-production Unit; Firm Fixed Price for the Additional Systems, Repair/Spare Parts and Drawings and; Time & Material for the Engineering Services. Evaluation Criteria: Best Value (Technical/Management Approach, Past Performance and Price). The Solicitation will also contain information relating to a Pre-proposal Conference. All Offerors must be registered according to the DOD Joint Certification Program (JCP). See www.dlis.dla.mil/jcp for further information.
