- This requirement is for the procurement of construction services to provide all labor, materials, supervision, and equipment necessary for the renovation of the second floor of the J.C. O’Mahoney Federal Building, 2120 Capital Ave, Cheyenne, Wyoming. The scope of work for this project includes renovation of the existing space and will be completed in phases. The existing second floor space will be renovated into a new District Courtroom, Law Library, Judges Chambers, Grand Jury Suite, and Jury Assembly Room. Approximately 8,600 square feet of space will be effected by this project, and the work will involve at least the following; asbestos abatement, quality interior finishes, custom millwork, mechanical, electrical, fire alarm, courtroom security and communications. Historic preservation considerations and sensitivity to adjacent tenants during working hours are requirements during the construction efforts. Per FAR 36.204, the estimated contract value ranges from $1,000,000.00 to $2,800,000.00. The contract completion time is 365 days from Notice to Proceed. The proposed contract is being solicited as Unrestricted in accordance with the Small Business Competitiveness Demonstration Program. The Request for Proposal will be issued on or about October 15, 2008. The North American Industry Classification System (NAICS) is 236220 with a size standard of $33.5 million. A Small Business Subcontracting Plan is required to be submitted with proposals received from large businesses. All prospective offerors must be registered in the Central Contractor Registration (CCR) at www.ccr.gov/index.cfm. Award will be a firm fixed-price contract, and the procurement method shall be a negotiated best value procurement. Contract award will be subject to the availability of funds. Specifications and requirements will be furnished with the solicitation to all interested parties by mail. All requests shall be submitted on the company’s official letterhead and submitted to: General Services Administration, ATTN: Kay Thompson, One Denver Federal Center, P.O. Box 25546 (8PMP), Denver, CO 80225-0546, requested via email at kay.thompson@gsa.gov, or requested via facsimile at 303-236-1774. The subject solicitation will include Sensitive But Unclassified (SBU) information. For reasons of security and before release of SBU information, the requestor must complete the Document of Security Notice to Prospective Bidder/Offerors form and provide as applicable the following information: 1. Copy of Business License, 2. Company’s Dun & Bradstreet Number, 3. Valid Tax Identification Number, 4. A valid picture state driver’s license. After verification of the preceding information, the requestor will be designated as an authorized user and a copy of the solicitation will be released to the requestor.
