Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number N68836-08-T-0502 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through the lastest edition of the Federal Acquisition Circular. This solicitation is issued on an Total Small Business Set-A-Side basis (see Numbered Note 1), NAICS Code 711130; The Chapel at the Naval Air Station, Jacksonville Florida requires a Director of Music: Effective Date: Date of Award of Contract Termination Date: 30 September 2009 1.Contract Provisions (functions) a.Coordinator. Contractor shall provide services as the supervisor and coordinator of all music associated with the Religious Ministries Department under the supervision of the chaplain. b.Organist/Pianist. Contractor shall have or develop good working knowledge of playing praise and worship, contemporary, and gospel music and orgainizing a Gospel Choir. at all Sabbath worship, Holy Days, funerals, memorial services, Religious Education and other events scheduled by the Religious Ministries Department. c.Cantor. Contractor shall provide services as the primary Leader of Song (Cantor) at all worship services. d.Choir Director. Contractor shall provide services as the Director of Choirs for the Protestant and Roman Catholic communities. Weekly choir rehearsals will be held in both chapels. e.Music Inventory. Contractor shall provide, maintain, service, and order all music supplies as the manager responsible for maintaining and updating the music library for both chapels through the Religious Program Department. f.Substitutes. Contractor shall provide and pay a substitute when unable to provide contracted services. Contractor will be responsible for determining the satisfactory qualifications and training of the substitute. g.Invoice. Contractor shall submit a monthly written invoice listing the date, type and number of services rendered during the previous month. h.Location. Contractor shall provide services at All Saints and St. Edwards Chapels aboard Naval Air Station, Jacksonville, Florida. Under rare and unique circumstances, contractor may be required to provide services at other NAS Jacksonville locations at events sponsored by the Command Religious Program and under the authority of the Command Chaplain. 2.Technical Specifications and Qualifications. a.Education. Contractor will have had formal training in playing of keyboard musical instruments. Within that training, contractor will have received instruction in sacred music, choral accompaniment and assisted in preparing congregational singing in addition to provision b. b.Skill. Contractor shall possess and demonstrate skilled familiarity with both piano and organ. Contractor must demonstrate the ability to lead choral and gospel singing. c.Work Experience. Prior employment at which the Contractor was Organist for worship services would be beneficial. d.Organizational Background. Contractor shall have sufficient skills in personnel management to organize groups, recruit new members, and supervise instrumental accompanists. 3.Resume. Detailed resume delineating previous experience and professional qualifications, as required by paragraph 2 above, must be submitted to Religious Ministries Department, Box 6, Naval Air Station, Jacksonville, Florida 32212-5000 for evaluation by the chapel staff. In addition, contractors will be required to audition in front of the Command Chaplain and representatives from each of the congregations. 4.Bids. Bids must show detailed costs for each type of service required for each congregation as shown on the attached listing of service requirements, i.e. cost for Protestant Sunday Services, cost for Protestant Special Observances, etc. Bids must be submitted to the Contracting Officer, Carolyn Wilson, at fax 904-270-6498 or email carolyn.wilson1@navy.mil 5. In order for a contractor to be awarded a Government purchase order they must be registered and active in the Central Contractor Registration http://www.ccr.gov prior to award. 6.
