Description
The Department of State is conducting Market Research to determine interest in potential opportunities in Security and Guard Services at US Embassies in high threat areas around the world. Interested firms should respond to: Mr. Joe DeChirico US Department of State Office of Acquisitions Management PO Box 9115, Rosslyn Station Arlington, VA 22219 Responses must include documentation clearly demonstrating the following capabilities through examples of previous and/or current guard security contracts or contracts closely related thereto. The documentation provided must specifically address the following: •Must have the ability to operate in logistically challenging environments that may include but are not limited to countries with state sponsored crime as well as countries where governments may be challenged by terrorists and feuding warlords. This includes third world countries, countries with emerging democracies and economies, and failed states. Must have experience in these environments within the last three years •Must have the ability to handle and store classified information at your facility •Must have or have access to a weapons training facility •Must be capable of instructing, providing, and qualifying personnel in the use of the M249, M4, Glock19, M24, M240B and military weapons as well as x-ray equipment •Must have experience and/or capability of providing Explosive Ordinance Detection (EOD) Dogs and Dog Handlers •Must be able to provide adequate housing and veterinary services for EOD Dogs •Must demonstrate the ability to maintain a guard staff on a 24 hour 7 day a week basis with the ability to immediately backfill vacant positions due to resignations, rotations and illnesses due to a variety of reasons such as flu and food poisoning •Upon contract award, must have capability of dealing with organized actions by direct labor personnel such as strikes (anticipated and unanticipated) and labor unrest (work slowdowns and/or organized failure of employees to report for shift changes). •Must have the ability to hire and train, including English language training and weapons training, if required, a guard staff consisting of Expats, US citizens and Third Country Nationals •Must be able to provide trained and factory certified equipment technicians for all vehicles, radios and weapons required in the performance of the contract •Must be able to provide medical and dental coverage for personnel performing under the contract to include the possibility of providing doctors, dentists, physician assistants and emergency medical technicians where not available in country and/or not immediately available to accompany the guard force in its daily operations •Must be able to provide and maintain life support services to include housing and food services for a sizeable workforce operating in harsh and logistically challenging environments •Must demonstrate the ability to train a sizeable workforce to adapt quickly to unfamiliar laws and customs as well as the ability of company officials to gain quickly information regarding the laws and customs needed to maintain and equip such a workforce in any country where the US Government maintains an Embassy or a Mission. •Must be able to implement a medical evacuation plan for a large number of personnel seriously injured in the performance and/or support of the contract •Must be able to properly handle the remains of deceased individuals to include the timely transport of their remains to countries of origin and/or designations as well as implement a proper next of kin notification system •Must be able to deal with the media, press and other inquiries about the company’s customers, business and other business sensitive information when performing guard services with the Department of State •Must be able to provide counseling services for the mental health and welfare of the guards and support personnel dealing with stress, death and serious injuries of members of the guard force and support activities •Must have experience or capability of getting large quantities of contractor furnished equipment and goods through customs and/or similar governmental agencies within the country without assistance from the U.S. Government •Must demonstrate an understanding and familiarity of the Arms Export Control Act (AECA) and International Traffic in Arms Regulation (ITAR) and the capability of complying with both by the performance date of any contract awarded requiring the execution of this Statute (22 U.S.C. 2778-2780) This request for information is not to be considered an offer to contract with the Department of State.
