Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Notice to interested offerors, the Government intends to award this requirement on a sole source basis to Dialogic Communications Corporation (DCC) sustainment of software. This notice of intent is NOT a request for Competitive Quotes. This notice does not constitute a solicitation document. The Standard Industrial Classification code is 7371, NAICS code 541511, and the related size standard of 500 employees. The performance period is 01 Oct 08 through 30 Sep 09. All potential sources must obtain a DUNS number and register in the Central Contractor Registration (CCR) in order to transact business with the Department of Defense (DoD). All prospective offerors interested in submitting a quote must have a Commercial and Government Entity code (CAGE code). All responsible sources may submit quote, which if timely received, will be considered by the agency. The incorporated provisions and clauses are those in effect through Federal Acquisition Ciruclar 2005-27. The period of performance shall commence upon notice of award through 30 Sep 2009. The contractor shall provide all labor, supervision, equipment, transportation, and supplies necessary to provide Software Maintenance & 24 Hour Support on DCC Computer System Pentium IV processor S/N 0019-094-504-486, Communicator 9.0 required by McGuire AFB, NJ. The contractor shall provide updates to the software and if as required to cause it to operate under new versions or releases of the operating system approved by DCC for use with the installed software, as long as such updates are commercially reasonable, and will provide other updates, modifications and corrections to the software as approved for release to McGuire AFB by DCC. Permit McGuire AFB to notify DCC of software errors it believes to exist, and if DCC is able to confirm that such error or defect exists through independent testing, DCC will use commercially reasonable efforts to correct such error or defect. Provide telephone support, 8 am - 5 pm CST Monday to Friday. In addition, for emergencies, support personnel shall be available via pager 24 hours per day/7 days a week. The following clauses and provisions are hereby incorporated either by reference or full text and are to remain in full force and effect in any resultant purchase order: FAR 52.203-6, FAR 52.214-4, FAR 52.219-6, FAR 52.219-8, FAR 52.219-14, FAR 52.219-25, FAR 52.222-3, FAR 52.222-19, FAR 52.222-26, FAR 52.222-35, FAR 52.222-36, FAR 52.222-37, FAR 52.232-33, DFAR 252.225-7000, DFAR 252.225-7001, DFAR 252.225-7002. AFFARS 5352.201-9101- OMBUDSMAN (AUG 2005)(a) An ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. The ombudsman may not serve as an advocate for any party. (b) Before consulting with an ombudsman, concerned parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM ombudsmen. Concerns, issues, disagreements, and recommendations that cannot be resolved at the MAJCOM/DRU level, may be brought by the concerned party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (703) 588-7004, facsimile number (703) 588-1067.
