Description

NOTE: This solicitation replaces the pre-solicitation notice W912JC-08-R-4004 posted July 28, 2008. This is a Design to Budget Best Value Source Selection solicitation to provide a new Turn Key Engine and Transmission Test Cell capable of performance testing an AGT 1500 Gas Turbine Engine in accordance with Honeywell Acceptance Test Procedure ETP21500DECU latest revision with current changes for Overhauled AGT1500 Engines. This project includes a test cell capable of testing the X1100 -3B Transmission in accordance with the NMWR 9-2520-276-Volume 1 thru 3. The X1100-3 Transmission is located within the M1 Powerpack. Test cells must be constructed and installed within the allowable construction area defined on the site plan in relation to existing Building 741A, Ft. Riley, KS. The Performance Based Statement of Work (SOW) and Request for Proposal requirements may be downloaded at www.fbo.gov. The design to budget amount is $2,850,000.00 and this is the funding limitation for this project. Offeror's may find it both essential and beneficial to develop teaming arrangements in order to collaborate and coordinate the design and construction of the test cells with a single point of responsibility residing with a single contractor. Multiple awards will not be made. The Offeror with their teaming partner(s) must be capable of demonstrating successful experience and past performance in the design and installation of similar test cell projects for the AGT 1500 Turbine Engine and the M1 Powerpack. The test cell contractor shall provide required facility addition to Bldg. 741A and all architectural, electrical and mechanical supporting systems. The North American Industry Classification System (NAICS) Code for this project is 333618. This project is not a small business set aside. This project is being procured on an UNRESTRICTED basis in accordance with the Small Business Competitive Demonstration Program. The HUBZone preference IAW FAR 19.1307 applies. A Small Business Subcontracting Plan will be required if the offeror is a large business and must be submitted with the bid. A pre-proposal conference is scheduled for October 2, 2008 at the ATEAM, Bldg. 741A, Fort Riley, Kansas for the purpose of briefing on the proposal requirements, answering questions regarding this solicitation and conducting a site visit. All interested contractors are encouraged to attend the pre-proposal conference and should be aware of the requirements for admission to the base. The solicitation closing date is scheduled for November 10, 2008. Interested bidders must be registered in the DoD Central Contractor Registration (CCR) database. Firms can register via the CCR Internet site at http://www.ccr.gov or by contacting the CCR Information Center at 1-888-227-2423. Interested bidders are required to submit their representations and certifications on-line at http://orca.bpn.gov. You will need your DUNS number and CCR MPIN in order to log in to the Online Representations and Certifications application (ORCA) website.
