- Notice of intent to award a sole source procurement. The Government intends to issue a sole source contract to Tecolote Research Inc., 1322 Space Park Drive, Suite A246, Houston, TX 77058 to provide automated systems software support and training services. The total value including options is $9,500.00. The services are needed to support the U.S. Department of Homeland Security Office of Chief Procurement Officer responsibility of assessing all Department Headquarters IT Project Level 1 life cycle cost estimates. Tasks for this requirement include but are not limited to the analyzing, developing, sharing, and reporting of cost estimates, providing a framework to automate key analysis tasks and standardizing the cost estimating process. The software application required for this action contains proprietary cost estimating relationship data and interfaces that cannot be replicated by any other Vendor. Tecolote Research is responsible for the development, deployment, training and support of the ACEIT suite of tools. Only one responsible source and no other supplies or services will satisfy agency requirements. This notice is not a request for competitive proposals. A determination not to compete this proposed procurement was made because Tecolote Research Inc. is the only source that can provide this service due to their experience with the software (i.e., the software was developed by Tecolote Research). This procurement must be completed in a timely manner to meet mission requirements.
