Description
The Natural Resources Conservation Service is preparing to release a Request for Quotations (RFQ) for a performance based service contract to perform snow measurements. The RFQ will be released on or about 10/21/08, with the award of one or more contracts on or about 11/28/08. The successful contractor(s) will travel to the designated mountainous survey sites and take snow, precipitation, and other related measurements in accordance with the RFQ. The sites can only be accessed by snowmobiles or helicopters (few by foot identified in Statement of Work). The contractor(s) will report the data back to the contracting officer’s representative. The contractor will be paid based on whether the specifications were exceeded (110% of the quote per survey), met (100% of the quote per survey), or not met (90% of the quote per survey). The government will only pay for surveys that are completed. Surveys are divided into 4 groups for locations around western Montana. Contractors may choose to submit quotes for one or more groups. Contracts will be issued to the contractor(s) whose offer represents the best value to the government. There are two one-year renewal options for the government based on performance. Contractors are required to have satisfactorily completed training in the snow sampling and winter survival portion of the Westwide Snow Survey Training School. This year the training is scheduled for January 11 through 16, 2009 at the Granlibakken Resort in Lake Tahoe. The training will be at the contractor’s expense.
