Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation No. DTRT57-09-Q-80002 is issued as a Request for Quotation (RFQ). This solicitation is being conducted under Simplified Acquisition Procedures (SAP), FAR Part 13.5. This solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 2005-26. The NAICS Code is 518111 and the Small Business size standard is $21.0M. The Government intends to award a Firm Fixed-Price Purchase Order on a non-competitive basis to Congressional Quarterly, Washington, D.C., to provide subscription service with access to current information and reporting on a weekly, daily, and real-time basis to Capitol Hill and activities, particularly Volpe Center and U.S. DOT related ? in Congress. The proposal shall include pricing for the following item in a written quotation: Line Item 0001: Congressional Quarterly Subscription (1YR) $_____________. The period of performance for this subscription is October 1, 2008 through September 30, 2009. Solicitation provision FAR 52.212-1, Instruction of Offerors-Commercial Items is hereby incorporated by reference; the offer must include a copy of the standard commercial warranty per FAR Clause 52.212-1(b)(5), Terms of any Express Warranty. All Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (NOV 2006) must be submitted with the offer. FAR Clause 52.212-4, Contract Terms and Conditions- Commercial Items, is hereby incorporated by reference. FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, is hereby incorporated by reference, additional clauses cited in 52.212-5 that apply to this acquisition are: 1, 15, 16, 17, 18, 19, 20, 21, 23, 24, 32. FAR Clause 52.232-18, Availability of Funds (APR 1984) is incorporated by reference. This notice of intent is not a request for competitive proposals. However, responsible interested parties may submit a proposal in which they identify their interest and capability. Offer is due to the U.S. Department of Transportation, Volpe National Transportation Systems Center, Attn: Karen M. Marino, RTV-6D2, 55 Broadway, Building 1, Room 1148, Cambridge, MA 02142 no later than 12:00 P.M. EST on September 30, 2008. Responses may be sent via email to Karen.Marino@dot.gov or via facsimile to the attention of Karen Marino at 617-494-3649. Interested firms must submit in writing to the identified point of contact, clear and convincing evidence of their qualifications and/or capabilities. Such qualifications and/or capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. The Government reserves the right to process the procurement on a sole source basis based upon the responses received. The Government will not pay for any information received. The following notice is provided for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises. The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts. Maximum line of credit is $750,000 with interest at the prime rate, as published daily in the Wall Street Journal, plus 1.75 percent.
