Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; quotes are requested and a written solicitation will not be issued. This requirement is issued as a Request for Quotation (RFQ). The NAICS code for this solicitation is 334220. The size standard for a small business under this NAICS code is 750 Employees. This solicitation will be utilizing the full and open competition. The RFQ is to continue repairs and maintenance of Motorola Repeaters already purchased by FEMA. The RFQ has the following three CLINS: CLIN 1001- Phase One is to upgrade 35 PDR-3500 UHF repeaters to V.24 and wire line remote capability for 8 wire circuits. Vendor will be required to proved 8 wire line card, V.24 card, rails, cabling and all hardware associated with this upgrade for each repeater. Vendor will be required to perform work on site at Frederick Maryland or provide pickup and delivery. Successful completion will include a dial up test and passing of radio traffic into the U.S. Government Modem nest located in Frederick Maryland. Modems are provided as GFE. Vendor must be a certified Motorola Authorized Service location to ensure the quality of workmanship required. Repeaters will be available sporadically during the course of a seven month period as they will be rotated out from multiple locations across the country to our facility in Frederick Maryland. CLIN 2001- Phase Two provide spares component kits for both XTL-5000 and XTS-5000 radios. 10 kits are expected. CLIN 3001- Phase Three provide ongoing service and support for the 27 thousand radios currently in the LMR network. For this CLIN vendors are asked to submit their hourly service rate for ongoing service, when requested by the Government. The resulting contract will be awarded with not to exceed amount that will be determined upon award. The award basis will be best value with technical qualifications more important than price. Vendors should submit a brief explanation of its technical qualifications (no more than 2 pages) to complete repairs and maintenance on Motorola radios. Federal Acquisition Regulation (FAR) provision 52.212-1, Instructions to Offerors Commercial, applies to this solicitation. In addition to the price list, offerors shall submit with their offer a completed copy of FAR provision 52.212-3, Offer Representations and Certifications. FAR provision 52.212-2 Evaluation-Commercial Items, is also applicable. The resulting contract will include FAR 52.212-4 Contract Terms and Conditions-Commercial Items; FAR 52.212-5, Contract Terms and Conditions require to Implement Statues or Executive Orders-Commercial Items. All contracts must be registered in the Central Contractor Registration (CCR) database to receive a Government contract. Lack of CCR registration could possibly make an offeror ineligible for award.
