Description
The Forest Service is seeking proposals for slash removal of 28,000 green tons at various locations on the Methow Valley and Tonasket Ranger Districts, on the Okanogan and Wenatchee National Forest. This solicitation and any resultant contract is a stewardship project in accordance with Section 323 of Public Law 108-7 (16 U.S.C. 2104 Note, as revised February 28, 2003 to reflect sec. 323 of J.J. Res. 2 as enrolled), the Consolidated Appropriations Resolution, 2003, amending Public Law 105-277, sec. 347. This is a commercial item acquisition that has been tailored to fit the Government’s method of trading goods for services. It is recognized that the slash and woody debris has some value, but removal costs are greater. The intent of this contract is to reduce the need for high intensity slash pile burning and potential of uncontrolled wildfire by the contractor removing the existing fuel loading on selected project areas located on the Methow Valley and Tonasket Ranger Districts of the Okanogan and Wenatchee National Forest. The Contractor shall furnish all labor, supervision, transportation, equipment and incidentals necessary to remove the slash / fuel material off of Government property. It is the Government’s desire that slash and wood debris be utilized commercially and or recycled rather than disposed of. The resulting contract will be an indefinite delivery, indefinite quantity, firm fixed priced contract with all work to be completed by December 30, 2009. Contractors may propose a later completion date however prices awarded shall remain fixed for the term of the contract. Total maximum value of this contract is $100,000 including all task orders. The Government will award the maximum quantity based on the Contractor’s unit price awarded either by task order or with the original contract award. NAICS is 115310 with Small Business Size $7.0 mil. A site visit is scheduled for October 2, 2008 at 9 AM at the Tonasket Ranger District Office, 1 Winesap, Tonasket, WA.
