Description
The U.S. Army Space and Missile Defense Command on behalf of the U.S. Critical Reagents Program (CRP) intends to procure on a sole source basis a Thin Layer Chromotograph (TLC) scanner. The intended contractor is CAMAG Scientific Incorporated, 515 Cornelius Harnett Drive, Wilmington, NC 28401. Two CAMAG TLC scanners are currently being used to perform quality assurance and quality control (QA/QC) testing of Lateral Flow Immunoassay (LFI) strips produced via a separate contract. The purchase of a CAMAG TLC scanner will ensure consistency in results. Also, the CAMAG TLC scanner has the unique high-throughput ability to scan up to ten (10) LFI strips at a time. Market research indicates that the CAMAG scanner is the only currently available fluorescence scanner that will allow up to ten assays to be evaluated at once. The Government has identified CAMAG Scientific, Inc. as the only known source qualified to maintain continuity in conformance testing and maintain high-throughput capability. This contract action shall be issued using other than full and open competition procedures in accordance with FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirement. This is not a request for competitive proposals. Parties purporting to have the requisite credentials to furnishing this supply must respond by September 26, 2008, and furnish, in writing, factual information, which clearly supports and demonstrate that they are able to provide a high-throughput chromotography scanner for QA/QC testing.
