Description
The Office of Personnel Management (OPM) has a requirement for Global Values and Leadership Seminar Services related to the Leadership for a Democratic Society training program given by the Federal Executive Institute (FEI) located in Queenstown, MD. OPM intends to issue a non-competitive award that will result in a contract to the Aspen Institute, for a period of five years, beginning October 1, 2008. The Aspen Institute is only known authorized provider of the “Executive Seminar” which is the foundation of FEI’s Leadership for a Democratic Society training program offered to federal, state, local and international Government’s senior executives. This requirement is conducted in accordance with Federal Acquisition Regulation (FAR) Part 12, Commercial Items. The authority for this award is FAR 13.106(b), soliciting from a single source; Purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. All parties interested in this procurement must submit a capability statement within 3 calendar days from the date of this notice. Submissions after that date will not be considered. No solicitation will be issued, therefore, any requests for the solicitation will not be considered. Interested parties wishing to submit their questions, interest, and capabilities must do so in writing via email. Oral and facsimile requests for information will not be considered. Verification of receipt of electronic transmission is the sole responsibility of the contractor. A determination not to compete this action based upon responses received is at the sole discretion of the Government. Central Contractor Registration (CCR) is required prior to execution of award. A detailed capability statement must be submitted to antoinette.campbell@opm.gov.
