- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This acquisition is being conducted in accordance with FAR Parts 12 and 13. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. This is not a small business set-aside. This is an open market combined synopsis/solicitation. The period of performance will be from date of award through one year with one optional year. All interested Contractors shall provide a quote for the following: Base Year Part Number Description Quantity CLIN Type 00021367 VeriSign Account Set-up Fee 1 FFP Unified Authentication 00022520 VeriSign Unified Authentication 500 FFP 00019653 VeriSign One-Time Token 500 FFP 00022146 Bronze VeriSign Enterprise Customer 1 FFP Support and Maintenance Plan (1 Year) 00007444 Professional Services 1 FFP Travel CR FFP = Firm Fixed Price; LH = Labor Hour; CR = Cost Reimbursable The Professional Services item includes the following tasks: - Develop a 2-factor custom login page to integrate Active Directory authentication, and UA OTP In-Cloud authentication into SharePoint 2007. - Install UA OTP and integrate solution into FrontPages TEST environment. This includes installation and setup of Validation Server, LMS, and Management Console. This includes end-to-end testing in this environment. - Install UA OTP and integrate solution into FrontPages PRODUCTION environment. This includes installation and setup of Validation Server, LMS, and Management Console. This includes end-to-end testing in this environment. For the purposes of estimating travel costs, assume two 5-day trips to St. Louis, MO. Provide a breakdown of estimated travel costs, including airfare, lodging, meals, and incidentals. The Government will award an order resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and is most advantageous to the Government, price and other factors considered. Award will be made to the lowest priced offeror who is technically acceptable. The Government will evaluate offers for award purposes by adding the total price for the optional year to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Offerors must complete annual representations and certifications on-line at http://orca/bpn.gov in accordance with FAR 52.212-3 Offerors Representations and Certifications – Commercial Items. If paragraph J of the provision is applicable, a written submission is required.
