- The solicitation number is FA8630-09-R-5070. This combinedsynopsis/solicitation is issued in support of a Foreign Military Sales (FMS) purchase for commercial items. Provide 10 commercial vehicles for the support of the country of Singapore. The vehicles will need to be delivered to Mountain Home AFB ID, no earlier than (NET) 15 Oct 2008 and no later than (NLT) 31 Oct 2008. The solicitation is issued as a Request for Proposal (RFP). Requirement description is on attached. All vehicles must be Air Force Blue exterior, and either blue, dark gray or light gray interior. Standard features must apply (air conditioning, AM/FM, power steering, power brakes, spare tire, etc.) The provision at 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. In accordance with the provision at 52.212-2, Evaluation--Commercial Items, the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price, and other factors considered. The following factors shall be used to evaluate offers: (i) price, and (ii); technical capability to meet the Government requirement; (iii) deliverable (see FAR 15.304). Technical and past performance, when combined, is approximately equal to cost or price. The Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executives OrdersCommercial Items, applies to this acquisition. The proposal will include at least: Vehicle cost (Base Price, Document fees, title, registration, any other fees that might be incurred (please separate)), freight costs to final destination, as well as the warranty of vehicle, availability for delivery at or before 31 Oct 2008 (provide timeframe or present availability). The Unique Identification Number (UID) will be the vehicle VIN in compliance with DFARS 252.211-7003, Item Identification and Valuation. Proposals are due to this office by 01 October 2007. The Contracting Officer has determined that this short notification period is warranted for this requirement. Electronic transmission is acceptable.
