Description
The U.S. Coast Guard Engineering Logistics Center has a requirement to acquire a Deep Sea Multi Beam Echo Sounder for Icebreaking vessels, manufactured by Kongsberg Underwater Technology Inc. This sonar will be used for Arctic research conducting shallow water surveying as well as surveying in extreme depths. A fixed priced, commercial type contract is anticipated. It is the Government’s belief that only Kongsberg Underwater Technology, Inc., possesses the required technical, engineering specifications and drawings to successfully manufacture and supply the parts for this system. NOTE: NO DRAWINGS, SPECIFICATIONS OR SCHEMATICS ARE AVAILABLE FROM THIS AGENCY!! The U.S. Coast Guard does NOT possess the data rights to the specifications, drawings and other technical data. All data, specifications, drawings and software are proprietary to Kongsberg. The sonar system must be a complete system and it and all components must conform to the exacting design requirements for form, fit, and function in order to mount in, connect to, and interface with the current systems onboard. The sonar shall meet the following requirements: 1) be a proven system with a demonstrated and documented track record of high quality performance and survivability on 1 or more icebreaker installations, 2) operate at an optimum frequency of 12 khz, 3) transducer array must be suitable for conformal mounting on the hull, 4) have proven yaw stabilization, 5) provide proven, high quality signal processing, 6) have wideband transmission and matched filter processing. It is the Government’s intention to solicit and negotiate only with Kongsberg Underwater Technology, Inc., or their authorized distributors. Concerns having the expertise and required capabilities to furnish the items are invited to submit complete and current information discussing their capabilities within 10 calendar days from the date this notice is posted. The following information must be provided and must include sufficient detail to allow the Coast Guard to evaluate the acceptability of the offered system and components: 1) complete and current engineering data to demonstrate the acceptability of the offered parts (i.e. salient physical functional characteristics), 2) Evidence of successful performance onboard an operational vessel, or 3) data that offered parts have been satisfactorily manufactured for the Government or the original equipment manufacturer, and 4) Evidence as an authorized distributor for Kongsberg Underwater Technology, Inc. No cost or pricing is required at this time..Inquiries/information received after the established deadline shall not be considered for this acquisition. The submission of this data for review shall not impede award of this contract as planned. The Government does not intend to pay for information solicited. This synopsis is issued pursuant to FAR 6.302-1 and HSAM 3006.302-1. For information regarding this acquisition, contact the Contracting officials listed herein.
