Description

TYPE OF ANNOUNCEMENT: This is a request for capabilities statements. In an effort to determine if there is a reasonable expectation of receiving offers, at fair and reasonable prices, from at least two responsible small business concerns, request that prospective small business offerors complete and return the attached capabilities statement by 31 October 2008. The Government is in no way obligated to do business with or to enter into any form of contract with any person, firm or other entity that receives or responds to this announcement. The Government anticipates issuing a request for proposals (RFP) for Vehicle Management and Operations (VMO) services to be performed primarily at Wright Patterson Air Force Base (WPAFB), Ohio. Please review this announcement, including the attachment, in its entirety. If you are a small business, with respect to the NAICS code applicable to the service, and feel your firm is capable of providing the services described herein, please complete and return the capabilities statement at Attachment 1. EXISTING CONTRACT INFORMATION: VMO services are currently performed under contract F33601-02-C-0013, which expires 31 March, 2009. The incumbent contractor is SERCO-SKE, CAGE Code 1BAW2. The estimated value of the current 7-year contract (including its base period, 3 option periods and 3 award terms) is $29,325,974. The SIC and NAICS codes are 7600 and 561210, respectively. Under the current contract, vehicle operators and vehicle mechanics are covered by collective bargaining agreements (CBAs). Should an RFP be issued, the applicable CBAs will be incorporated into the solicitation. DESCRIPTION OF REQUIRMENT: The contractor shall provide all personnel, supervision, equipment, tools, materials, facilities and other items and services (except those to that may be specified in the Performance Work Statement as Government furnished) necessary to provide vehicle management and operations services at WPAFB. The contractor shall manage a fleet of approximately 775 vehicles (480 Air Force owned general and special purpose vehicles and approximately 295 contractor provided vehicles). The contractor shall provide vehicle operations services to include contractor provided motor pool vehicles, operator licensing, and vehicle dispatch services (base taxi, U-Drive-It, cargo, VIP/ distinguished visitor (DV) and bus service). The contractor shall provide pickup and delivery service for supplies and equipment processed through the Standard Base Supply System (SBSS) in accordance with AFM 23-110, Volume 2, Part 2, Chapter 10 (this publication is available online at http://www.e-publishing.af.mil/shared/media/epubs/afman23-110.pdf). The contractor shall perform scheduled and unscheduled maintenance on Government owned vehicles. The contractor shall ensure services provided meet all WPAFB mission requirements to include day-to-day operations, VIP/DV support, exercises, deployments, and special events.
