- Description
- This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 (Streamlined Procedures for Evaluation and Solicitation for Commercial Items). The International Programs Division, U. S. Department of State, Washington DC intends to award a sole source contract to FACTIVA (DOW JONES; Dow Jones & Company, Inc., 1025 Connecticut Ave., NW, Suite 1103, Washington, DC 20036, DUNS # 138449173. This service provides exclusive access to the package of Wall Street Journal, Agence France-Presse, Reuters, and AP, sources which are essential to the work done by IIP and IRCs. Examples of other sources exclusively available through the service are the international editions of the Wall Street Journal, Thai News Service, Yonhap (Korean) English News, and TASS World Service. One of the strengths of the service is its access both to foreign language news sources and to foreign news sources in English that either are not available or are not aggregated elsewhere (a total of some 22,000 sources), including sources available only on the web. The service is available via one, user friendly interface. Beyond the content, the service also provides, as requested and crafted by users, automatic and customized issue alerts several times daily in intuitive, user-friendly formats. These are readily manipulated so as to be made available to Chiefs of Mission, PAO’s and other designated embassy personnel and embassy contacts. In order to prevent substantial delay in this fulfillment of the follow-on requirement, and duplication of effort that is not considered recoverable a sole-source action is determined justified. A determination has been made that a new contractor cannot perform the tasks within the allotted timeframe. This notice does not obligate the Government to award a contract, it does not restrict the Governments ultimate approach, nor does it obligate the Government to pay for any proposal preparation cost, the contractor for any costs associated with preparing or substituting a response to this notice.
