Description
NATO International Competitive Bidding (ICB): Medical Evacuation (MEDEVAC) Services for Bosnia and Herzegovina IFIB-ACO-SH-08-87 Supreme Headquarters Allied Powers Europe (SHAPE) intends to advertise for International Competitive Bidding (ICB) on works and services withint the framework of the NATO Military Budget Committee (MBC). Eligible firms will be invited to bid on Medical Evacuation (MEDEVAC) services to be provided in Bosnia and Herzegovina. The contract awarded will follow one of two options: Option A includes full MEDEVAC services to include helicopter(s), pilots, support staff, medical equipment, and qualified personnel. Option B includes only MEDEVAC helicopter(s), pilots, and support staff. Helicopters will be ready-fit for installation of medical equipment and personnel provided by an EU member nation. SHAPE is serving as the contracting agency for this proejct, which was authorized by the MBC. The contract will be an indefinite delivery/indefinite quantity conract, no minimum guaranteed. SHAPE intends to use the bidding procedure that awards the contract to the lowest technically compliant bid. Partial bidding is not authorized. The estimated total cumulative value of this project is Euro 8 million. The reference for this project is IFIB-ACO-SH-08-87. The Department of Commerce will be using the same reference. Qualified firms are those that have a minimum of two (2) years of recent successful MEDEVAC services in terms of past performance, with appropriate aeronautical certifications. BIDDING PROCEDURE The Department of Commerce does not serve as the contracting agency for NATO ICB procurements. Its role is to approve for bidding those firms with a one or more facilities in the United States. Only firms approved by the Department of Commerce will be allowed to bid. Please note, however, that a firm that has been approved for participatoin in NATO ICB must request a Declaration of Eligibility (DOE) for each project on which it wishes to bid. The DOE is used to nominate a firm to the bidders list for a particular NATO ICB project. The Department of Commerce forwards the DOE to the NATO contracting agency. The NATO contracting agency will not accept requests for nomination received directly from firms. IMPORTANT DEADLINES 1. Deadline for requesting Declaration of Eligibility: 16 October 2008 2. Estimated IFIB release date: 21 October 2008 3. Estimated bid closing date: 03 December 2008 4. Period of performance: One base year (2009) plus four (4) one-year options
