Description
This is a combined synopsis/solicitation for commercial items or services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ), solicitation number W911RZ-08-T-0337 in accordance with FAR Parts 12 & 13. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-26, effective 12 June 2008. The North American Industrial Classification System (NAICS) number is 423710 and the business size standard is 500 employees. The proposed acquisition is reserved for Small Businesses Only (total small business set-aside). LINE ITEM/DESCRIPTION: Brand Name (OR EQUAL). Custom EOD Toolkits for EOD operations. Each kit must include all items and quantity specified. Kits are required to be shipped 100% complete to Fort Carson CO. TOTAL NUMBER OF KITS 1100 Each. Each kit consists of the following: ITEM NO 0001 Blasting Cap Crimper The specialist EOD hand tools made from non-sparking high strength quality aluminum TC11A Tube/Fuse Cutter & MK6 Dual Cap Crimper. Manufacturer Allen Vanguard ITEM NO 0002 Scarab Tri-fold Cutter The Scarab compact cutter is specifically designed for cutting rope, wire, 550 cord, shock cord, plastic restraints, etc.. It uses compound leverage to safely remove restraints. Easily carried in a uniform pocket or snapped onto a key ring or tactical bag. ITEM NO 0003 Blasting Cap Box Plastic blasting cap box, holds 10 blasting caps, black or OD green. Manufacturer: MIL-TAC Knives & Tools ITEM NO 0004 LED Tactical Flashlight #T3 100 Lumen LED flashlight with 2x 123A lithium batteries with run time up to 5 hours. Aircraft grade aluminum body, precision optical glass system, electronically controlled with O rings for durable protection. MIL-TAC Part # T3 ITEM NO 0005 Nylon Pouch Ballistic nylon pouch in new Army ACU Camo is designed to securely hold each component of the EOD kit in a separate pocket. The pouch is made from ballistic nylon with dual zippers and pull tabs and is fully PALS/MOLLE compatible for extra storage capacity and can be added to any belt or vest. The interior pockets provide positive retention of all the EOD tools and has retention straps for added flexibility. Manufacturer: MIL-TAC / Eagle Industries ITEM NO 0006 Mine Probes, Deluxe Ultra Duty collapsible mine probe with extra wide diameter 5/16 inch thick titanium shaft and 3/4 inch wide handle with o-ring inserts and lanyard. Probe includes four probe segments at 5.5 inch for a total probe length of 22 inch with knurling, three titanium probe tips, and three delrin plastic tips (both are non-magnetic and non-conductive). Manufacturer: MIL-TAC Knives & Tools ITEM NO 0007 Emergency rescue Cutter Stainless steel rescue cutter with plastic handle is made to cut cord, shock cord, nylon rope, and any other material using a safe and protected blade that does not get exposed to the EOD operator. It has a 5.25 inch blade and a 4.5 inch handle that has built in 4, 5,6, 7, and 8 mm wrenches and a wire stripper. The complete knife is non-magnetic and non-conductive and can be used for probing, scraping, a and other EOD tasks. It is a heavy duty field knife, utilizing a drop point blade shape. This blade shape is easy for the user to re-sharpen in the field. The point location is close to centerline which is easy to find at night. With a shallow belly the user has a lot of control over the blade during cutting. The drop point blade adds more strength to the tip of the knife. The shape of the handle is very comfortable in the hand, even if you are wearing gloves during cold weather operations. The texture of the grip allows the user to have more control of the knife even if it is wet. Pocket clip is reversible and the knife has a safety lock to provide additional safety and remove the accident of closing the knife on your fingers. Manufacturer: MIL-TAC Tactical Med Packs ITEM NO 0015 Sawfly Eyewear High-impact protection certified to ANSI Z87.1 and Military Requirements (MIL-V-43511C clause 3.5.10 and MIL-PRF-31013 clause 3.5.1.1). 3 lenses: clear, amber, gray U.S. Army Authorized Protective Eyewear List. Retention head strap provides security. Interchangeable lenses for various light conditions - Clear, Smoke and High-Contrast Polycarbonate lenses offer 100% protection from UV-A, UV-B and UV-C rays. The following factors shall be used to evaluate offers: Award will be made on the basis of determining the technically acceptable offer with the lowest evaluated price which meets or exceeds the requirements. Offers will be evaluated on a pass or fail basis to determine whether the proposed kits meet or exceed the salient physical, functional, or performance characteristics (described in CLIN descriptions) by providing the best value to the Government. If an offer cannot comply with every requirement, that offer will not be considered technically acceptable. Award of the purchase order will be made to the technically acceptable offer with the lowest evaluated price that meets or exceeds the requirement, providing the best value to the Government. The Government intends to evaluate offers and make award without discussions; however, this does not preclude the Government from having discussions if it is in the best interest of the Government to do so.
