- The Social Security Administration (SSA) intends to negotiate on a sole source basis with CA, Inc., 2291 Wood Oak Drive, Herndon, VA 20171 under the authority of 41 U.S.C. (253)(c)(1) as set forth in the Federal Acquisition Regulation (FAR) 6.302-1, "only one responsible source and no other supplies or services will satisfy agency requirements," for Clarity software and software training to support the Clarity Project Portfolio Management (PPM) Tool. The PPM Tool will be used by SSA staff personnel in the process of analyzing and collectively managing a group of current and/or proposed projects. This procurement will be conducted under the terms and conditions of FAR Parts12, Acquisition of Commercial Items and Part 13, Simplified Acquisition Procedures, as applicable. The NAICS code for this procurement is 511210 and the small business size standard is $23 Million. This requirement will include the customization of Clarity software to SSA applications, maintenance and Clarity software training for sixteen (16) operators. This notice of intent is not a request for proposals. Information received will normally be considered solely for the purpose of determining whether to conduct any future competitive procurements for these items. Any vendor capable of performing the preceding requirements must present electronic/written evidence of such capability by 12:00 Noon September 25, 2008. The evidence must include a discussion of how the software and services would satisfy the proposed requirements, contact information for no more than three (3) customer references, and associated commercial price information on the software and support services. The Government does not intend to pay for information received and does not intend to provide evaluation results to the sender. All responses must be sent to Kathleen.I.Jackson@ssa.gov.
