- Contractor-Owned, Contractor-Operated (COCO) Fuel Storage and Service is required to receive, store, and ship US Government owned petroleum product, JP8 ( Fuel Aviation Turbine) The Honshu region of Hachinohe, Japan for the period July 15, 2009 through July 14, 2014, with three five year option to extend. AREA OF CONSIDERATION: Honshu region of Hachinohe, Japan. GRADE OF PRODUCT: JP8 (Fuel Aviation Turbine). STORAGE REQUIREMENT: A minimum of 9,400 cubic meters (m3) (59,000 barrels (shell capacity) of storage is required. A minimum of two tanks interconnected and isolated from other facilities and product handled within the tank farm is desired. All storage must be available at a single port. Shipping /Receiving capability: Facility must be capable of receiving fuel via tanker/barge with minimum draft of 7.6 meters (25ft). Facility must be capable of shipping via contractor furnish pipeline and via tank truck to Misawa Air Base. ESTIMATED THROUGHPUT: Estimated throughput plan for this requirement is 750,000 barrels for each 12 month contract period. The US Government will be entitled to initial fill and final shipment without of charge during the 5-year contract performance period hereafter referred to as allowed throughout.
