Description
Nebraska Military Department - Rapidly Deployable Communications Equipment Overview: The Nebraska Military Department requires the capability to provide rapid deployment, trailer mounted radio communications repeaters, to establish communications in areas impacted by natural or manmade disasters, or other contingency operations. The trailer shall be towable by a vehicle of 6,000lbs Gross Vehicle Weight (GVW), and shall have all equipment necessary to provide self sustainable operations of both a VHF repeater (operating at 136-174 Mhz) and a UHF repeater (operating at 380-470 Mhz). The trailer shall have a tilt-up mast (extendable) that can extend antennas to a minimum height of 40 feet. All equipment on the trailer shall be weather proof, or be installed in weather proof enclosures. The trailer shall have power generation equipment with associated fuel tank that can operate the communications equipment a minimum of twenty-four (24) hours continuous service. The trailer mounted radio communication repeaters shall be able to provide separate VHF and UHF analog repeater capabilities between government owned Motorola XTS-5000 Model I, II, and III portable systems. All communications equipment shall be narrow band and P-25 compliant. Equipment Minimum Requirements: 1.Trailer; a.Towable by a 6,000lb GVW vehicle. b.Width shall not exceed 8 feet. c.Height shall not exceed seven (7) feet six (6) inches in transport configuration d.Brake light set and Clearance light set with vehicle connector. e.Retractable stabilization legs. f.interchangeable ball and pindle tow capabilities (changeable by the owner). g.Tilt-up mast (extendable) that can extend antennas to a minimum height of 40 feet. h.Bulkhead Mount Lighting. 2.Communication Equipment; a.50 watt VHF to VFH repeater (operating at 136-174 Mhz) with associated equipment, cabling, coax cable, and omni directional antenna. The omni directional antenna shall be mounted to the extendable tilt-up mast. The coax cable shall provide connection between the repeater and the omni directional antenna. Cable management hardware shall be incorporated to eliminate stress to cable connections and keep a neat and operational appearance. The contractor shall determine in their proposal the incorporation of repeater duplexing equipment for single antenna configuration, or the use of a dual antenna configuration. b.50 watt UHF to UFH repeater (operating at 380-470 Mhz) with associated equipment, cabling, coax cable, and omni directional antenna. The omni directional antenna shall be mounted to the extendable tilt-up mast. The coax cable shall provide connection between the repeater and the omni directional antenna. Cable management hardware shall be incorporated to eliminate stress to cable connections and keep a neat and operational appearance. The contractor shall determine in their proposal the incorporation of repeater duplexing equipment for single antenna configuration, or the use of a dual antenna configuration. c.All communication equipment on the trailer shall be weather proof, or be installed in weather proof enclosures. d.Programming software (compatible with Windows XP Professional), and programming cables shall be provided for communication equipment. e.All communication equipment shall be narrow band, and P-25 compliant. 3.Power Generation Equipment; a.Trailer mounted power generation equipment and associated fuel tank shall be capable to operate the communications equipment a minimum of twenty-four (24) hours continuous service. b.The trailer mounted power generation equipment shall have an electric start with associated battery (enclosed in weather proof enclosure), and also have pull cord starting capability. 4.Dual Power capability; a.The trailer shall be equipped with a dual power interface capable of operating the communications equipment from the trailer mounted power generation equipment or commercial 120 volt AC power. Summary: The contractor shall provide all equipment and ancillary items for a complete and operational rapidly deployable communications equipment trailer in compliance with the Nebraska Military Department - Rapidly Deployable Communications Equipment Overview, and per the above minimum equipment requirements.
