- This is a combined synopsis/solicitation for commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. ) This proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302.1. Interested persons may identify their interests and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within five (5) days after of publication of this synopsis will be considered by the Government. The proposed contract action is for supplies or services for which the Government is soliciting and negotiating with only one source under the authority of FAR 6.302. The name of the company the Government intends to award a contract to is EM Software & Systems (USA), Inc. 144 Research Drive, Hampton, VA 23666. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received prior to the closing date and time of this solicitation. 8. This announcement constitutes the only solicitation; a written solicitation will not be issued. (i) The solicitation number is W911QX08T0239. This acquisition is issued as a Request for Quotation. (RFQ). (ii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-27. (iii) This acquisition is set-aside for small business concerns. The associated NAICS code is 541512. The small business size standard is 750. (iv) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option (s), if applicable): 0001 (Basic) FEKO Gold Sequential software renewal licenses, FEKO Gold Sequential Floating software renewal licenses, FEKO Silver Floating software renewal licenses, and FEKO Silver Sequential Floating software licenses for the period through June 2009. 0002 (Option 1) Maintenance & Support renewal for the period July 01 2009 through June 30 2010. 0003 (Option 2) Maintenance & Support renewal for the period July 01 2010 through June 30 2011. 0004 (Option 3) Maintenance & Support renewal for the period July 01 2011 through June 30 2012. 0005 (Option 4) Maintenance & Support renewal for the period July 01 2012 through June 30 2013. (v) Delivery shall be made to the Army Research Laboratory, 2800 Powder Mill Road, Adelphi, MD 20783. Acceptance shall be performed at Army Research Laboratory, 2800 Powder Mill Road, Adelphi, MD 20783. The FOB point is the Army Research Laboratory, 2800 Powder Mill Road, Adelphi, MD 20783. The FOB point is destination. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: (a) The following factors shall be used to evaluate: NA (ix) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, and DFARS 252.212-7000, Offeror Representations and Certifications -Commercial Items, with its offer.
