Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. SYNOPSIS/SOLICITATION to supply materials as per the attached materials list as shown below to be delivered to Lower Granite Dam, 885 Almota Ferry Road, Pomeroy, WA 99347. SOL: W912EF-08-Q-0133 ISSUE DATE : 09/23/2008 DUE: 09/26/2008 at 02:00pm Walla Walla Pacific time COMBINED SOLICITATION/SYNOPSIS FOR the furnishing of all material FOB Destination to Lower Granite Dam. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is a request for quotation. No formal solicitation will be issued. This notice incorporates provisions and clauses in effect through FAR Circular 2005-26 effective 12 June 08. Please provide price based on the material list as shown below. ADMIN INFO: Solicitation is unrestricted. The NAICS code for this acquisition is 423860 and the small business size standard is 100 employees. In order for contractors to conduct business with the Department of Defense, the contractor must provide registration information to the Central Contractor Registration (CCR). Contractors can access the CCR for free at http://www.ccr.gov. This is a request for quote under Part 12 of the FAR (commercial items.) The closing date for responses is September 26, 2008 at 02:00pm local Walla Walla, WA time. The due date for this material is December 15, 2008. The provision at 52.212-1, Instruction to Offerors Commercial, applies to this acquisition. Under 52.212-2, the evaluation procedures to be used are lowest overall responsive and responsible price based on the materials list. Please provide a completed copy of provision at 52.212-3. See the provision at http://www.arnet.gov/far. The FAR clause at 52.212-4, contract terms and conditions-Commercial Items, applies to this acquisition. Also, FAR clause 52.212-5 applies with checkmarks under this clause for the following 52.219-8, 222-3, 222-19, 222-21, 222-26, 222-36, 222-50, 225-13, 232-33. other FAR DFARS clauses that apply: 52.204-7, 252.212-7000; 252.232-7010, 252.212-7001 with check marks for 252.209-7001252.225-7000, 252.225-7001; 252.232-7003, 252.247-7023. 1.0SHIPMENT AND DELIVERY All items shall be delivered FOB Destination to Lower Granite Dam by December 15, 2008. The contractor shall be responsible for packing and shipping the components in a manner that will ensure undamaged and complete arrival to Lower Granite Dam. No shipments are allowed other then normal business hours of Monday-Thursday 7:00AM-4:30PM, excluding Federal Holidays. Lower Granite Trash Shear Boom Repair Materials List General Notes: 1.All hardware (not anchors) shall be galvanized including chain and shackles. 2.All shackles shall be bolt-type anchor shackles with cotter pin replaced with GFP stainless steel welding rod of the largest diameter possible and bent after installation. 3.All shackles and hardware shall be sized appropriately to match the strength of the wire rope and chain to which they are attached. 4.Buoys shall be UV protected and have a minimum buoyancy force of 247 lbs. 5.Buy America is not being utilized on the chain and wire rope in this contract. Non-domestic chain and wire rope are acceptable providing specification requirements are met. GENERAL SPECIFICATIONS i. GALVANIZED COATINGS - Zinc coatings shall be applied in a manner and of a thickness and quality conforming to ASTM A 123/A 123M. Where zinc coatings are destroyed by cutting, welding, grinding, or other causes, the affected areas shall be regalvanized. Coatings shall be regalvanized to the thickness and quality specified for the original zinc coating. Coatings shall be repaired with a suitable low-melting zinc base alloy in accordance with ASTM A 780. The use of zinc-rich paint will not be allowed. ii. WIRE ROPE - Wire rope shall be size as indicated, extra improved plow steel (EIPS), right regular lay (RRL), and galvanized. Wire rope shall be pre-stretched in accordance with FS RR-W-410 by subjecting it to three (3) cycles at 40 percent of its nominal strength. The 40 percent loads shall be held for five (5) minutes with 5 percent loads and shall have a 5 minute delay between cycles. iii. ANCHORS Offshore/upstream anchors may be refurbished and of equal or greater size (see below weights), but shall not be smaller than indicated.
