Description
This is a COMBINED SYNOPSIS/SOLICITATION for commerical items prepared in accoreance with the format in FAR Subpart 12.6, as supplemented with the additonal information included in this notice. This announcement constitutes the only solicitation proposals are being requested, a written solicitation will not be issued. The Request for Quotation number is H92240-09-T-0002. This solicitation documents incorporates provisions and clauses that are in effect through FAC 2005-23, dated 26 December 2007 and DFARS Change Notice 20080110. The DPAS Rating for this solicitation is S10. It is the responsibility of the contractor to be familiar with teh applicable clauses and provisions. The clauses may be accessed in full text at these addresses: http://www.arnet.gov/far and http://www.acq.osd.mil/dpap/dfars/index.htm. The NAICS code is 611699, the Size Standard is $7.0M. This requirement is Small Business Set-Aside. The Naval Special Warfare Group ONE requests responses from qualified sources capable of providing FID Training. Performance shall be in accordance with the below Statement of Work. This requirement is FOB Destination. STATEMENT OF WORK: 1. Naval Special Warfare Group ONE (NSWG-1) is required to prepare NSWRON-7 SEALS to operate in the urban combat environment; one of NSW's focal mission is to exercise and train on FID skills. In support of the Global Ware on Terror (GWOT) and Anti-Terrorist, NSWG-1 trains its operational units to the highest standards using translators to train surrogate force with the intent being for NSWRON-7 personnel to practice and develop their FID skills in an environment that simulates current FID operations in ITO. 2. the vendor shall provide among his staff Subject Matter Experts (SMEs) the following personnel: a. Operational Manager x 1: Act as the primary supervisor to oversee and manage all FID training operations with regards to ST-7. Act as the single POC/liaison between ST-7 and its employees. Have the authority to coordinate all operations and make operational decisions. Coordinate and schedule the training curriculum and daily evolutions. Provide a pre and post training evolution brief daily to ST-7 Ops personnel. Must have FID experience, thorough understanding of Iraqi Culture, general understanding of military operations and language, and extensive experience in how to run the services requested. Must have a SECRET Clearance. Responsible for ensuring the safety lf all personnel. b. Role Player Coordinator x 1: This person will remain on site through out the duration of the training period to peform scripting of operations and translate/communicate to the vendor's employees who are involved with the evolution. Responsible for the safety and well being of the vendors employees. The coordinator will attend the daily pre and post evolution brief with ST-7 Troop Ops. Must have FID experience, thorough understanding of the Iraqi Culture and general understanding of military operations and language. Must have a SECRET Clearance. c. CAT II Linguist x 5: Will fill the role of TERPs ITO. Act as translators between ST-7 personnel and the surrogate force role players for the duration of the training block, as needed. Must be a native speaker of Arab Iraqi dialect. Must have a SECRET Clearance. d. CAT I Linguist (Level III) x 24: Will act and fill the role as Iraqi police or Iraqi Military personnel. Must have basic familiarization with an AK-47 and have experience with Iraqi police or Iraqi Military operations. Must be a native speaker of the Arab Iraqi dialect. Must have a SECRET Clearance. e. CAT I Linguist (Level I) x 10: Will act the role as aggressor force/insurgent forces. Must be a native speaker of the Arab Iraqi dialect. Must have a SECRET Clearance. 3. Period of Performance: 1 October 2008 thru 30 September 2009 4. Facsimiles will be accepted. 52.212-2, Evaluation - Commercial Items (Jan 1999) is applicable to this procurement. The government will award a contract resulting from this solicitation to the responsible quoter whose offer conforming to the solicitation will be the most advantageous to the Government price and other factors considered. The Government reserves the right to obtain information for use in the evaluation of past performance from any and all sources including sources outside of the Government. Liability Clause: If Navy personnel allegedly cause property damage, personal injury, or death to company property or personnel, the company or employee may file a claim with the United States Navy pursuant to either the Federal Tort Claims Act (28 U.S.C. 1346(b), 2671-2672, and 2674-2680), or the Military Claims Act (10 U.S.C. 2733). In the unlikely event Navy personnel allegedly cause property damage, personal injury, or death to a third party, the third party may file a claim with the United States Navy pursuant to either the Federal torts Claims Act (28 U.S.C. 1346(b), 2671-2672, and 2674-2680) or the Military Claims Act (10 U.S.C. 2733). Naval Special Warfare Group ONE will facilitate the initiation of such claims by providing the necessary filing form and contract information for the Claims Processing Office at 9620 Maryland Ave., suite 100 in Norfolk, VA 23511. In no case will government liability exceed that allowable under the Federal Tort Claims or Military Claims Act. To be considered by the agency, all quotes must be received by the Contracting Officer no later than 11:30 AM (Pacific Standard Time) on 30 September 2008.
