- This posting constitutes the United States Military Academy's notice of intent to award on a sole source basis a purchase order to Dr. Steve Kozlowski,Department of Psychology, 309 Psychology Building. Michigan State University, East Lansing, MI 48824-1116, for research to be conducted utilizing a database that is proprietary to him. The estimated award amount is $50,000. The statutory authority for other than full and open competition is 10 USC 2304 (c)(1), only one responsible source and no other supplies or services will satisy agency requirement. The applicable NAICS conde is 541720, size standard of $7.0 mil. See Numbered note 22. Insert 3 days in lieu of 45 days in note 22. This is not a requiest for quotation or a solicitation for offers. There will be no solicitation available.
