- Point Of Contact: Sue Valenzuela, Purchasing Agent, Phone 206-764-6691, Fax 206-764-6817 or email susan.m.valenzuela@usace.army.mil USACE is procuring chain of title services from qualified firms (vendors) for select properties within the City of Portland, County of Multnomah, State of Oregon. The parcels of interest to USACE are located in three areas referred to in attachments to this statement of work: Swan Island Naval-Marine Corps Reserve Center, FUDS No. F10OR0580-01; Sub-Port of Embarkation, FUDS No, F10OR0216; and Guilds Lake Railroad, FUDS No. F10OR0185. The U.S. Army Corps of Engineers (USACE) is procuring these services under the Defense Environmental Restoration Program (DERP) for Formerly Used Defense Sites (FUDS) that were owned, leased, or otherwise possessed by the United States and under the jurisdiction of the Department of Defense prior to October 17, 1986. The information obtained and documented by the successful firm (Bidder) for the subject properties is an attorney work product of the USACE, may only be reproduced by USACE, and shall not be released to others without written authorization from USACEs Office of Counsel. USACE intends to award this work to the responsive bidder at the lowest price. Evaluation will be based on the total price of the base and optional items. The Government may or may not elect to award optional items at this time; the pricing for optional items shall be valid for 120 calendar days following the award of the base item. All of the work of this statement of work is subject to the availability of funds.
