- This is a “Notice of Intent” to “Sole Source” delivery order 0022 under contract number HQ0028-06-D-0005, reference Federal Business Opportunity (FBO) posting number “HQ002806D00050022”, for commercial items (television programming) prepared in accordance with Acquisition Memorandum dated 17 APR 2006, as supplemented with additional information included in this notice. Provisions and clauses are those in effect through Federal Acquisition Circular 2005-18. FAR 52.212-1 (Instructions to Offerors – Commercial Items) (JAN 2005): (a) Reference paragraph (a): NAICS 512120; Standard: $29.5 million; this requirement is unrestricted. (b) Note that para (k) requires quoter to be registered with the Central Contractor Registration (CCR) database at time order is issued and throughout performance. The government intends to award “Sole Source” delivery order under “Entertainment Assocites” contract HQ0028-06-D-0005 for the following: CLIN 0001: Provide broadcast, transfer, and satellite transmission rights to the following programs: a) Deadliest Catch/16 Episodes (Year 4)/Run Time: 60 minutes/Term: 5 Yrs-10 Runs/Delivery: Out of House Media-9/30/2008-Complete 12/1/2008; b) Digging for the Truth/08 Episodes (Year 4)/Run Time: 60 minutes/Term: 5 Yrs-10 Runs/Delivery: Out of House Media-9/30/2008-Complete 12/1/2008; c) Ice Road Truckers/13 Episodes (Year 2)/Run Time: 60 minutes/Term: 5 Yrs-10 Runs/Delivery: Out of House Media-9/30/2008-Complete 12/1/2008; d) Lost Worlds/19 Episodes (Year 2)/Run Time: 60 minutes/Term: 5 Yrs-10 Runs/Delivery: Out of House Media-9/30/2008-Complete 12/1/2008; e) Secret Access: Air Force One/1 Episode/Run Time: 60 minutes/Term: 5 Yrs-10 Runs/Delivery: Out of House Media-12/1/2008. Programs must be provided on videotape (1”/BetacamSP) along with US broadcast/cablecast dates and synopsis for each program. AFN will distribute the programming by encrypted, digitally compressed satellite transmission system (currently Scientific Atlanta's PowerVu Plus (MPEG-2)) and/or by mail to authorized AFN television outlets outside the contiguous United States for their non-commercial distribution/presentation via television broadcast frequencies, encrypted, digitally compressed satellite transmission, and/or limited closed-circuit distribution systems. FOB Destination. This “Notice of Intent” is not a request for competitive offers/quotes/proposals. A determination by the Government to compete this solicitation will be based upon responses to this notice at the sole discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses must be submitted within the close of the publication of this notice TO BE RECEIVED NO LATER THAN 2:00 PM PACIFIC TIME 23 SEPTEMBER 2008 IN ORDER TO BE CONSIDERED.
