- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This will be awarded as a requirements type contract. The contractor will provide expert advice and guidance in Working Capital Fund (WCF) activities as well as support and review to allow the program to continue at an acceptable level and maintain the solvency of the Region 8 WCF. Services will include review of reports, financial analysis of the WCF for Region 8, financial advice and mentoring of Forest Fleet Managers, reject management, rate review, financial statement review and analysis. Specific task to be accomplished Forest Service Working Capital Fund (WCF): The work includes all areas of the Forest Service WCF program, i.e. review and maintain obligations; provide support to Forests of WCF rejects; review WCF rate information with WCF Program Managers; review and coordinate annual WCF budgets for submission to ASC, prepare RO Budget; coordinate and prepare region-wide adjustments; provide support to Forest financial staff and program managers to ensure proper accounting practices are used; review and correct (Equipment Management Information System) EMIS 31 and EMIS 32 rejects with Regional and Forest Fleet managers assistance, monitor transaction registers; monitor and review FFIS documents for accuracy; coordinate with ASC to correct erroneous capitalized values in EMIS; pull documentation for Fiscal Year Quality Assurance and Audit Samples for EMIS, WCF, and property samples falling into the WCF area of work; and other areas of WCF support needed but not otherwise stated. Budget and Financials: Serve as backup contact supporting the Fiscal Year Region 8 Quality Assurance and Audit samples to ensure standards are met. Skills needed: •a working knowledge of the Forest Service Working Capital Fund (WCF) program •a working knowledge of Forest Service WCF Accounting processes, practices and procedures •a working knowledge of Forest Service WCF Budgeting processes, practices and procedures •Access to the various systems, i.e. Foundational Financial Information System (FFIS), National Finance Center (NFC), etc. •a working knowledge of the WCF rate structure process, i.e. Fixed Ownership Rates (FOR) and Equipment Operational Rates (EOR) •Process, practices and procedures established by the Albuquerque Service Center (ASC) to accomplish processing of various documents.
