Description
Please read this notice carefully as it constitutes the only notice that will be issued. This procurement is being conducted in accordance with FAR Par 15.202. The Department of the Interior, Minerals Management Service (MMS), intends to competitively award a firm fixed price contract entitled "Effects of Electromagnetic Fields (EMF) from Transmission Lines on Elasmobranchs and Other Marine Species. The Minerals Management Service Procurement Operations Branch is the contracting office for this procurement and the resultant contract administration. All vendors must be registered in the Central Contractor Registration (www.ccr.gov) in order to receive Government contracts. The NAICS Code for this procurement is 541690-Other Scientific and Technical Consulting Services. The contractor must be capable of performing all of the tasks described below. The period of performance of the resultant contract is anticipated to be 18 months, with an estimated cost range between $200,000 and $250,000. PROJECT DESCRIPTION: To support detailed environmental analyses of proposed alternative energy projects (e.g. wind, wave, and current power) on the Outer Continental Shelf (OCS), this study will acquire existing data and information from industry and published resources in order to generate a written synthesis that describes and characterizes potential ecological impacts from undersea power transmission cables. Associated with this synthesis will be a database that catalogs all cited works. The requested products will assist the Minerals Management Service in generating National Environmental Policy Act documents that assess impacts of electromagnetic fields (EMFs) from underwater power transmission cables associated with OCS alternative energy projects on electrosensitive and magnetosensitive marine species, especially elasmobranchs (sharks and rays). The work is anticipated to be divided into two tasks. TASK 1: Information Acquisition, Review, and Summary The offeror will acquire information that describes existing and proposed undersea power cables and acquire information on the distribution of electrosensitive and magnetosensitive species from applicable data sources and a comprehensive literature review. Data sources include, but are not limited to, published and grey literature and databases, information obtained directly from international, Federal, State, and local government agencies, industry representatives, public media archives, expert testimony, and the World Wide Web (WWW). The offeror shall review the acquired information and determine which are relevant in order to generate a written synthesis. The offeror shall produce a database that that catalogs all relevant works. TASK 2: Information Synthesis Using the relevant information, the offeror shall summarize the acquired information to integrate and synthesize the industry-based and ecological information in order to assess potential direct, indirect and cumulative environmental impacts of EMFs from alternative energy activities likely to occur on the OCS. The synthesis shall include: a review of past research on electrosensitive and magnetosensitive species, a determination of whether EMFs of existing and proposed undersea power cables fall within the threshold of sensitivity for known electrosensitive and magnetosensitive species, identification of gaps in information needed to fully describe and assess ecological impacts of EMFs, identification of research priorities and suggestions for experimental designs to address information gaps regarding EMF impacts, a list of priority species for future investigations for each geographic area, discussion of effectiveness of various EMF mitigation strategies, a list of potential mitigation measures not presently used and identify the secondary environmental effects that might occur from implementation of the new mitigation measures, methods by which mitigation measures could be monitored, and a consideration of cumulative impacts of nearby marine projects with EMFs. The work will require meeting with the MMS staff in Camarillo, California. SOURCES SOUGHT: In order to compete for this contract, interested parties must demonstrate that they are qualified to perform the work by providing, an original and four (4) copies of a Capabilities Statement detailing: (a) your past performance, including ability to complete projects with high quality on time, and control costs; and (b) the scientific and technical persons you will have working on the project, explaining the parts of the project they will work on and their areas of expertise. Offerors shall provide specific references (including project identifier and description, period of performance, dollar amount, and client name and phone number) for previous work of this nature that your organization or personnel is currently performing or has completed within the last three (3) years. Capabilities of any subcontractors or partners will also be considered. If you believe the Government will find derogatory information as a result of checking your past performance, please provide an explanation and any action taken to address the problem. EVALUTION OF CAPABILITY STATEMENTS: Your capability statement will be evaluated based on the following criteria: (A) Past Performance ability to complete products of high quality and adhere to schedules and budgets; whether past projects are comparable to this project, including complexity and size; and how well your organization and the key personnel who will work on this project cooperated with past clients. (B) Scientific and Technical Personnel qualifications and experience of all scientific and technical Key Personnel. Evaluation factors include the length and quality of experience for each person assigned to perform specific tasks, their experience and expertise in the fields applicable to the performance of this study. After review and evaluation of all Capabilities Statements, only those determined from the evaluation factors described above to be most qualified to successfully perform the effort will be invited to provide a detailed Request for Proposal.
