- 1.Title of Project: Veterans Health Administration (VHA) Chief Business Office (CBO) Strategic Plan Facilitation ServicesPurpose: The Contractor shall provide all resources necessary for facilitating plan discussions and producing all required documentation for updating CBO Strategic Planning documents. This service supports assessments for all CBO business lines, the regulatory, policy and business processes necessary to support these business lines and the link of those business lines to VHA and VA Strategic Plans. VHA business and Veteran health benefits and eligibility programs are key components to VHA's stated goal of achieving Eight for Excellence, VA's model for high performing organizations. The CBO is responsible for the significant business lines of Member Services, Purchased Care and Revenue. In FY2008, the VHA CBO held a two-day Strategic Planning Meeting with deliverables that included a CBO Strategic Plan with goals, tasks and objectives. Additional separate planning sessions were held and associated deliverables produced for Learning and Workforce Development, Purchased Care, Member Services and Revenue. The total effort, including travel to Denver, CO, Asheville, NC, and Atlanta, GA, was accomplished at a price of approximately $38,771.00. 2.Contract Requirements: As specified in the scope, facilitate one Strategic Planning meeting for each of the following; CBO, CBO Purchased Care, CBO Members Services, CBO Revenue, and CBO Education and Training. The Contractor shall facilitate the Strategic Plan meetings with the task of delivering appropriate strategic planning documents for these five components. Specific requirements are as follows: a)Complete analysis of CBO current strategic planning documentation for use in a facilitated planning session b)Facilitating a 1-day CBO Strategic Planning meeting, location TBD c)Facilitating a 1-day CBO Education and Training Strategic Plan meeting, location TBD d)Deliver a written overall updated CBO Strategic Plan for CBO leadership aligned toward VA's Eight for Excellence, and evaluate and recommend CBO strategic business initiatives to meet the requirements of business stakeholders and Veterans. e)Deliver an updated written CBO Education and Training Strategic Plan for CBO leadership aligned towards VA, VHA and CBO strategic goals and business initiatives and reassess and revise the action plan for monitoring strategic initiatives. f)Facilitating services for a 1-day Purchased Care Strategic Planning meeting, to be held in Denver, along with updating the Purchased Care strategic planning document and reassessing and revising as needed the action plan for monitoring strategic initiatives. g)Facilitating services for a 1-day Member Services Strategic Planning meeting, to be held at TBD, along with updating the Member Services strategic planning document and reassessing and revising as needed the action plan for monitoring strategic initiatives h)Facilitating services for a 1-day Revenue Strategic Planning meeting, to be held in Washington DC, along with updating the Revenue strategic planning document and reassessing and revising as needed the action plan for monitoring strategic initiatives.
