Description
This Invitation for Bid is full and open competition. NAICS Code 236220, size standard $33.5 million applies. This project has a magnitude construction range between $2,000,000 and $5,000,000. Solicitation and drawings are available for download at http://www.fbo.gov. There will be a pre-bid meeting and walk through conducted on October 7, 2008 at 1:00 pm, all interested bidders are to meet in Room C1202 at the Richard L Roudebush VA Medical Center. Sealed Bids will be publicly opened and must be received by 2:00 pm October 28, 2008 in Room C1202 at the Richard L Roudebush VA Medical Center. The contractor shall provide all tools, equipment, material, labor, and supervision necessary to renovate the existing fifth floor east wing within Bldg 1, VA Medical Center, 1481 W. 10th Street, Indianapolis, Indiana, 46202. The reconstruction of the 5 East area (approx. 7150 SF) shall include the complete demolition of the existing area including the removal of all walls, ceilings, and utilities as well as the complete removal of all asbestos containing material (ACM) from 5 East. New construction shall include building 12 standard patient bedrooms, 4 Geriatric patient bedrooms, and two seclusion rooms, all with private bathrooms, along with a centralized supervisory nurse's station as well as support offices for VA staff and recreational space for inpatient use. The newly renovated 5 East area will need to be equipped with contractor furnished/contractor installed video and security surveillance systems to maximize patient safety and exterior windows will need to be replaced for security purposes. Phasing of all work will need to be coordinated with the VA Project Engineer. Work includes: General construction, alterations, mechanical and electrical work, plumbing work, utility systems, removal of existing structures, and construction of certain other items as required for provision of work and as covered within the contract drawings and specifications for all phases of work. All work performed must meet all applicable codes and regulations and be in strict accordance with the contract drawings and specifications. The Government expects to make a single award on Bid Item I, but in the event the bid exceeds the funds available, a single award will be made on Bid Item No. II. In the event the bid for Bid Item II exceeds the funds available, a single award will be made on Bid Item III. In the event the bid for Bid Item III exceeds the funds available, a single award will be made on Bid Item IV. Bidders must bid on all bid items. Award is subject to the availability of funding. Only one award will be made as a result of this solicitation. The proposed contract is being competed in accordance with statutory authority 10 U.S.C. 2304 and 41 U.S.C 253. Full and Open Competition, Sealed Bidding Procedures, FAR Part 14. All responsible sources may submit a bid which shall be considered by the agency. Construction time allotted for all work will be 365 calendar days from the Notice to Proceed. Amendments will be posted through FedBizOpps and must be acknowledged by bidders in their bid. Bid bonds are required and must be included with sealed bid. Bidders are advised that no contract will be awarded to any firm not listed in the Central Contractor Registration (CCR) database.
