Description
This is a combined synopsis/solicitation Notice of Intent for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are not being requested and a written solicitation will not be issued. This requirement is being issued as a Notice of Intent under NOI8417. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-26. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside. The North American Industry Classification System (NAICS) code for this acquisition is 334516 and the Small Business Size Standard is 500 Employees. The National Institute of Allergy and Infectious Diseases (NIAID) intend to procure a Transmission Electron Microscope from FEI Company of Hillsboro, Oregon on a sole source basis. The transmission electron microscope will be used for manually assisted TEM imaging, automated tomography and montage digital collection of non-frozen virus specimens, as well as general biological samples. The transmission electron microscope replaces an existing 15 year old TEM and must be compatible with existing features of the scientific workstation. The general required commercial specifications shall allow acceptable trade-in feature. General features of this system must have a 1) wide range of selectable accelerating voltages of 20-120KV, 2) must be capable of resulting contamination free imaging of non-cryo samples as a standard and cryo as a optional feature, 3) a side entry 5 axes computer controlled motorized stage with eucentric tilt, 4) single tilt holder and a rotation holder, 5) a motorizing and automating change in the aperture from a multiple aperture strip, 6) automated functions control alignment, conditioning, saturation, light setting, and manual override for of all functions FOB Point shall be Destination, Bethesda, Maryland, 20892. The government will award a firm fixed price purchase order to the contractor. All responses will be considered by the agency. To be considered for an award, offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov/ in accordance with FAR 4.1201 (a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at: www.ccr.gov/ prior to award during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
