- The V A Pittsburgh Healthcare System (VAPHS),intends to sole source this procurement to Cooper Surgical, to provide two Cervipath Leisegang Digital Colposcopy Systems (OPTIK 2-06-004), to be used during colposcopy exams. The Cooper Surgical Leisegang colposcope is the gold standard on the market. It offers 3D stereoscopic visualization of the cervix by means of hand polished lenses with step magnification. The competition offers only zoom scopes which are not 3D and do not provide step magnification. Patient reports can be scanned into VISTA. We can also send the reports or images of the cervix electronically to VISTA without having to print and scan. The IT department can route this info through the network because this system utilizes a wireless laptop computer. There is no other company offering this capability. Cooper Surgical is the manufacturer of this system and the sole provider of the replacement parts. A patent, copyright or proprietary data limits competition. This procurement is being conducted in accordance with FAR 6.302-Only one responsible source and no other supplies or services will satisfy agency requirements. NAICS 339112, size standard of 500 employees applies to this procurement. This notice of intent is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any firm that believes it can meet the requirements may give written notification to the Contracting Officer within six (6) calendar days from the date of the publication of this synopsis. Supporting evidence must be furnished in sufficient detail, to demonstrate the ability to comply with the above requirements. Information can be sent to the Contracting Specialist, V A Medical Center, 7180 Highland Drive, Pittsburgh, PA 15206 or via fax to (412) 365-5447. Responses received will be evaluated. However, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. If no responses are received, V A Pittsburgh Healthcare System will proceed to sole source this requirement to Cooper Surgical, for the purchase of two Cervipath Leisegang Digital Colposcopy Systems.
