- This is a "Pre-Solicitation" Notice and NOT a Request For Proposal (RFP) Solicitation. The purpose of this Notice is to allow prospective offerors to make an informed business judgement as to whether a copy of the Solicitation should be requested. The Formal RFP Solicitation will be officially issued and posted to this website after the closing date of this notice. The U.S. Coast Guard (USCG) Aircraft Repair and Supply Center (*Note: The Name will change on 1 October 2008 to Aviation Logistics Center (ALC) intends to solicit proposals for a Three-year commercial Time and Materials Indefinite Delivery/Indefinite Quantity Type Contract for Calibration Testing and Repair Services for over 2500 Test, Measurement and Diagnostic Equipment located at the USCG ALC facility located in Elizabeth City, NC. Offerors may propose a Primary On-site Mobile Calibration Laboratory with a Secondary Off-site Calibration Laboratory located within a 200 mile radius of Elizabeth City, NC OR a Primary Off-site Calibration Laboratory located within a 200 mile radius of Elizabeth City, NC. A List of Equipment will be included as a separate Attachment to the Solicitation. The Government intends to issue Fixed Price Delivery Orders on a monthly basis for Calibration Testing and any Failure Reports and estimates an average of 300 Calibration Tests will be required per month. The Government intends to structure the contract to maximize the use of Fixed Price Delivery Order, but anticipates the contract to authorize use of Time and Material/Labor Hour Delivery Orders for equipment Repair. The RFP Solicitation will contain the Governments requirements and will provide instructions to offerors as to the information proposals should contain so that they can be effectively evaluated, and will also provide information as to how proposals will be evaluated. Prospective offerors will be able to download and print the RFP Solicitation and all Attachments to the Solicitation via this FedBizOpps website. Vendors should read the RFP Solicitation in its entirety to ensure requirements of the solicitation are addressed in proposals. This acquistion will be a Total Small Business Set-aside to be awarded on a competitive basis. The RFP Solicitation Number will be HSCG38-08-R-500046, which is the same number as THIS Notice. Vendors should register under this Number, here on the FedBizOpps website, to receive notices pertaining to the solicitation, such as the RFP Solicitation Document(s). Iin the event the RFP Solicitation Document cannot be successfully download and printed from the FedBizOpps website, vendors can submit an e-mail Request for Solicitation to Denise.P.Hall@uscg.mil. Numbered Note 1applies.
