- This is a special notice for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This solicitation is being issued as a Request for Quotation (RFQ) and a written solicitation will not be issued. Only written quotations will be accepted. This acquisition is 100% set-aside for Service Disabled Veteran Owned Small Business. The associated NAICS code is 561621. This solicitation is for a wireless duress alarm system. This RFQ contains 9 line items. The line item description is as follows: CLIN 0001-V5 alarm processor WIO board's quantity (1). CLIN 0002- Transmitter receiver quantity (1). CLIN 0003 Signal Amplifier quantity (1). CLIN 0004 Personnel duress buttons quantity (24). CLIN 0005 Remote alarm indicator panel quantity (1). CLIN 0006 Audible Alarm quantity (1). CLIN 0007 Visual Indicator quantity (1). CLIN 0008 Custom enclosure (lock, power supply, battery.) quantity (1). CLIN 0009 Installation/training quantity (1). This will be installed at Building 74 Langley AFB VA. FOB point is Destination. PROVISIONS/CLAUSES. The provision at FAR 52.212-1, Instructions to Offerors - Commercial Item, applies to this acquisition. The provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, applies to this solicitation and contractors must be registered in ORCA, Online Representations and Certifications. FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this solicitation. The following clauses fall under paragraph b of FAR 52.212-5 apply, to include: 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-3, 52.222-19, 52.225-1, 52.232-33, 52.222-41,52.222-42. Contract Terms and Conditions Required to Implement Statues or Executive Orders - Commercial Items, applies to this solicitation. The clause 5352.201-9101 ombudsman. The clause 5352.242-9000 access to base. The clause at FAR 52.219-27, SDVOSB Set-Aside, applies to this solicitation. The clause at DFARS 252.232-7003, Electronic Submission of Payment Requests, applies to this solicitation. The clause at DFARS 252.246-7000, Material Inspection and Receiving Reports, applies to this solicitation. The clause at DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statues or Executive Orders applicable to Defense Acquisition of Commercial Items, applies to this solicitation. EVALUATION OF QUOTATIONS/OFFERS: Quotes/offers will be evaluated IAW 13.106-2. Award will be made to the responsible offer or whose quote/offer represents the best value in terms of technical capability of item(s) offered to meet the government need and price. Quotes must be submitted by 25 September 2008, 1100, Eastern Standard Time (EST) electronically to TSgt Robert Keller, Contract Manager, at robert.keller@langley.af.mil. A site visit is planned for 22 September 2008 at 1:00 p.m. Contact the contract manager for registration information.
