- This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number for this procurement is FA4830-08-Q-0107 and is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-26, Defense Acquisition Circular (DAC) 91-13 and Air Force Acquisition Circular (AFAC) 2008-0605. The North American Industry Classification System (NAICS): 321912. This acquisition will be set aside 100% for small business in accordance with FAR 19.502-2(c). The size standard is 500 employees. Contract Line Item 0001- 1 Lot: 6"X6"X10' ft Poles and 2"X12"X12' Planks to build a retaining wall to support a dirt berm. The retaining wall will be 1300ft in length. 6"X6"X12' posts will be placed 42-48 inches in the ground every 4 ft and must be tightly packed, no concrete will be used. 2"X12"X12' planks will be placed flat along the entire length of the fence and will be 5 rows high. Specifications: Timbers and planks will be in contact with the ground surface and exposed to elements. The timbers must be pressure treated in a manner to extend life. Delivery: Items must be delivered in bundles. Expect delivery to the work site within 120 days of finalizing purchase order. The range staff will contact the approved vendor for delivery timeframe and scheduling. Shipping shall either be included in the unit price or included as a separate line item. FOB Point: Destination (Moody, AFB, GA). Provision at FAR 52.212-1, Instruction to Offerors Commercial Items applies to this acquisition. Request for Quotation (RFQ) should be submitted and shall contain the following information: RFQ NUMBER; TIME SPECIFIED FOR RECEIPT OF OFFERS; NAME, ADDRESS; TELEPHONE NUMBER OF OFFEROR; TERMS OF THE EXPRESSED WARRANTY; ANY DISCOUNT TERMS AND ACKNOWLEDGEMENT OF ALL SOLICITATION AMENDMENTS (if applicable). Signed quotes must indicate quantity, unit price and total amount for each item. Offerors shall include a statement specifying the extent of agreement with all terms, conditions and provisions included in the solicitation. Quote shall also contain all other documentation specified herein. PERIOD OF ACCEPTANCE OF OFFERORS: The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation. LATE OFFERS: Request for Quotations or modification of quotes received at the address specified for the receipt of offers after the exact time specified for receipt of offers WILL NOT be considered. EVALUATION/AWARD: IAW FAR 52.212.2, Evaluation-Commercial Items, the Government will award a purchase order to the offeror whose price is judged to represent the best value to the government. Evaluation criteria are as follows Lowest Price Technically Acceptable (Product must meet or exceed specifications listed above, or other any other evaluation criteria not listed that is considered). Offerors MUST BE CENTRAL CONTRACTOR REGISTERED (CCR). All offerors must be Central Contractor Registered (CCR) and online representation and certification application (ORCA) must be activated.
