Please see attached document for better formatting. This is as small business set-aside. I. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplement with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. II. This solicitation is issued as a request for proposal. Submit written proposals (to include price for quote for all CLINS) reference number FA2517-08-R-6019. III. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-20. IV. This solicitation is not set-aside. V. This combined synopsis / solicitation is for the following commercial items: (16) Total Fire Group Fire-Warrior Micro Thermal Imaging Cameras, Part # TIKITF, with the Description Statement(DS) below. VI. Requirements; see description below. VII. Commodity is to be delivered to the addresses noted below, FOB destination. Please note there are 11 different locations that items need to be shipped to. To be delivered within 30 days of award. VIII. FAR 52.212-1, Instructions to Offerors - Commercial Items (Jan 2004), applies to this capability statement describing qualification to perform requirements listed in V and VI. IX. FAR 52.212-1 Instruction to Offeror- Commercial Items (JAN 1999), applies to this acquisition. A contract will be awarded to the vendor using the following criteria to determine best value to the government: best value and meets capability requirements listed in V and VI. X. The offeror must have completed the ONLINE Representations and Certification Application (ORCA) which is the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (May 2004). All items will be new from the manufacturer, and not used or refurbished. These items will include the following salient characteristics: 1. Helmet-mounted-hands-free operation 2. Operates on AA batteries - no charger required 3. Digital readout of object's temperature 4. Must be compatible with face-shield equipped helmet, goggles or EZ Flip 5. Mounting kit must be compatible with any helmet - camera must "lock" in place to prevent inadvertent release from helmet 6. Anti-White programming 7. Field replaceable lens and eyepiece cover 8. Display lens must be adjustable so it can be positioned by each individual using the imager 9. One year warranty minimum - full coverage with exception of neglect/abuse 10. On-site start-up training must be available 11. Technical support must be available from the field 12. Weight must be no more than 24 ounces 13. No more than 5 second warm-up required prior to use 14. User must be able to sense temperature differences and hot spots 15. Provides temperature in Fahrenheit 16. Must be bar-coded for use in accountability 17. Visual low-battery warning of 30 minutes or less battery life 18. Digital temperatures must show 0-600 degrees Fahrenheit - While temps above 600 degrees Fahrenheit must be displayed - Text is okay 19. Factory maintenance and inspection program must be available Each "kit" should contain camera, carrying case, user's guide, aluminized training cover and 4 AA batteries Delivery for all items will be FOB destination to 11 different locations, as shown in the chart below.
