Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Part 12, Subpart 12-6 as supplemented with additional information included in this notice. This announcement constitutes the ONLY solicitation; proposal is being requested and a written solicitation will not be issued. The NAICS code for this acquisition is 541511, and the small business size standard is $25,000,000.00. Sole Source acquisition to INDUSTRIAL FINANCIAL and SYSTEMS, DEFENSE NORTH AMERICA IFS). In accordance with FBO Numbered Note #22, the proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Place of Performance: Robins AFB, GA. The type of contract anticipated to be awarded from this combined synopsis/solicitation is Firm Fixed Price (FFP). The contract will contain a Basic Year plus 4 one-year options. SERVICE REQUIREMENT: Service contract for design and implement of the IFS Vehicle Information Management (VIM) capability and other appropriate modules in support of the Aircraft Sustainment Wing (ASW) Fleet Management program, provide training, and provide follow-on sustainment of the software and database data and structures. The contractor shall follow industry recognized software lifecycle processes, comply with the 78CG Application Development Process Guide (ADPG) for each project assigned, and adhere to the Air Force Portfolio Management (PfM) policies and procedures IAW attached Performance Work Statement and Appendix C. The contractor shall provide all labor, equipment, and material to perform effort. The deadline for submissions of quotes is 1:00 p.m. EDT, 22 September 2008.
