- This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. The Government intends to evaluate proposals and make award without discussions. (ii) The solicitation number (F1JEAC8233A001) is issued as a request for proposal (RFP) which will result in a purchase order. This solicitation document incorporates provisions and clauses in effect through FAR Federal Acquisition Circular 2005-27, DFAR DCN 20080915, AFFAR DFAC 2008-0605. The associated NAICS code is 334516. This requirement consists of (18) line item numbers. In accordance with FAR 6.302-1, 10 U.S.C 2304©(1), only one responsible source and no other supplies or services will satisfy agency requirements. USAFSAM/PHT, Applied Technology Center (ATC) Division is seeking the procurement of lyophilized (dried down) testing kits and reagents for the detection of pathogens. The testing kits will be used specifically on the JABAIDS Joint Biological Agent Identification and Diagnostic System (JBAIDS), which has been chosen by the Air Force to be one of the analyzers listed on the Homeland defense Laboratory Response Team (HLD LRT) allowance standard (886B). This provides the Air Force with the latest in biological warfare detection systems. These field-ready testing kits will be tested in Critical Reagents Program (CRP) Interferent reference material panel. The JBAIDS and reagents are commercially available items that are sold to the general public as the R.A.P.I.D. System 9200. This solicitation document incorporates provisions and clauses in effect through FAR Federal Acquisition Circular 2005-27, DFAR DCN 20080915, AFFAR DFAC 2008-0605.
