Description
The Naval Sea Systems Command (NAVSEA) intends to award a contract modification to Contract N00024-06-C-5204 with ITT Electronic Systems - Radar Systems, Gilfillan Division (ITT Gilfillan), 7821 Orion Avenue, Van Nuys, CA 91406 to increase ceiling for the continued procurement of engineering and technical services to continue the design, development and integration of the AN/SPS-48 Radar Obsolescence and Availability Recovery (ROAR) Program and the building, testing and delivery of AN/SPS-48G(V) modification kits. This requirement includes the continuation of efforts associated with procuring pre-production kits, associated support hardware, engineering services, and all materials incidental to such work (repair parts, components, accessories, documentation, associated tools, packing, packaging and marking of end items, etc.). This modification will continue these efforts under Contract N00024-06-C-5204 and is estimated to be $5,500,000 through June 2011. ITT Gilfil! lan is the original designer, developer, and sole manufacturer of the AN/SPS-48 Radar System. No other firm possesses the technical expertise, engineering background, or specific AN/SPS-48 Radar manufacturing expertise required to perform the effort in a cost effective manner and meet the required delivery schedule in support of United States Navy shipbuilding, deployment and operational requirements. The contract will be awarded pursuant to 10 U.S.C. 2304(c)(1), Only one or a limited number of responsible sources and no other type of supplies or services will satisfy agency requirements. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.303. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fort! y-five days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
