Description

SUBJECT: This is a combined synopsis/solicitation for the purchase of a replacement sound system for Chapel 1 at Wright-Patterson Air Force Base in Ohio. Project consists of removal of old sound system equipment. Pricing shall include all parts, material, labor for removal of old sound system equipment and installation of replacement system. Contractor to provide all supplies for installation to include tools, testing equipment, and service lift, training for staff. This purchase is a commercial commodity to be procured for Wright-Patterson Air Force Base, prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Complete quote packages, including price quote, technical capability information and Representations and Certifications shall be submitted by 11:30 a.m. EST on Tuesday, 23 September 2008, to Jan Holbrook, 88th CONS/PKA, 1940 Allbrook Drive, Suite 3, Wright-Patterson AFB, OH 45433-5309. The solicitation number is FA8601-08-T-0099. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. No hard copies will be sent. ALL QUOTES SUBMITTED SHALL BE VALID FOR A PERIOD OF 90 DAYS. Quotes submitted must contain a statement to that effect. Quotes submitted by FAX will not be accepted. This solicitation, FA8601-08-T-0099, is issued as a Request for Quote (RFQ) and is being conducted as a commercial item procurement using Simplified Acquisition Procedures (FAR Part 13). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-07, Effective 03 Jan 2006 and Fac 2005-08, Effective 05 Jan 2006 & Class Deviation 2005-o0001. Proposed acquisition is 100% set aside for small business concerns. Small business link is http://sba.gov. Responding parties must indicate their business size status in relation to the applicable North American Industry Classification System (NAICS) code 334220 (size standard 750 employees). Businesses providing quotes shall identify and address if they are a large, small, 8(a), woman owned, Hubzone, or otherwise classified as a small disadvantaged business in their responses. Responding suppliers shall include descriptive literature (catalog sheets) with their quotations to allow the government to make a complete evaluation and appraisal of the offering with respect to the requirements set forth in this synopsis/solicitation and the salient characteristics document. The Contracting Officer will evaluate "equal" products on the basis of the evaluation factors listed in the solicitation and the information furnished by the offeror or identified in the quote and reasonably available to the Contracting Officer. THE CONTRACTING OFFICER IS NOT RESPONSIBLE FOR LOCATING OR OBTAINING ANY INFORMATION NOT IDENTIFIED IN THE QUOTE. Include manufacturer's name, model number, and specifications in your quote. A Firm Fixed Price type contract is anticipated with two (2) line items. One CLIN/line item will be for all material and parts, the other shall be for labor, installation, removal of old sound system, and training. Solicitation FA8601-08-T-0099 and the minimum specifications are attached. Quotation packages shall include price quotation for delivery of proposed items to Wright-Patterson AFB, Ohio 45433 (FOB Destination), best delivery date, payment terms, and a Technical Capabilities Package that includes descriptive literature to allow a complete evaluation of the equipment being offered to determine if it meets minimum requirements. Note to offerors: submittal of the all the requested material is necessary on solicitation FA8601-08-T-0099 to be considered. All offerors shall complete the fill-ins at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, which are a part of the solicitation, and shall be submitted with the quotation. Failure to complete and submit the Offeror Representations and Certifications may result in your quote being determined non-responsive. The following provisions apply to this acquisition and are hereby incorporated: FAR 52.212-1, Instructions to Offerors - Commercial. Supplemented by the above instructions. FAR 52.212-2, Evaluation - Commercial Items. Evaluation criteria to be Included in paragraph (a) of provision 52.212-2 are as follows: Evaluation of quotes and subsequent award will be based on a determination of best value to the Government based on technical capability of the item offered to meet the Government requirement and price, with technical capability being more important than price. A technical description of the items being offered must be submitted in sufficient detail to evaluate compliance with the requirements. Please note that technical capability may be evaluated by how well the proposed products meet the Government requirement. A technical evaluation includes an examination of such things as product literature, product samples (if requested), technical features and warranty provisions. Be advised that contractors must be registered in Central Contractor Registration (CCR) prior to award for solicitations issued after 31 May 1998. DUNS/CCR website is http://ccr.gov. A registration page is attached to the web site. You may register to receive notice of any amendments and/or addendum that may be issued to this solicitation. However, if you do not register, it is your responsibility to review the web site for any changes to the RFP. Contractors that are debarred, suspended or proposed for debarment are excluded from receiving contracts. Quotes prepared by debarred, suspended or otherwise ineligible contractors are at the risk and expense of the contractor. CONTRACT FINANCING SHALL NOT BE PROVIDED FOR THIS SOLICIATION. QUOTES RECEIVED WITH PROGRESS PAYMENT, ADVANCE PAYMENT, INTERIM PAYMENTS OR ANY OTHER TYPE OF CONTRACT ITEM FINANCING REQUESTS MAY BE CONSIDERED NON-RESPONSIVE AND ELIMINATED FROM THE COMPETITION. ONLY PROMPT PAYMENT DISCOUNT TERMS MAY BE PROPOSED. Be advised that all correspondence or quotes emailed shall contain a subject line that reads "FA8601-08-T-0099, Sound System." If this subject line is not included, be advised that the email may not get through the email filters. Also be advised that.zip or.exe files are not allowable attachments and may be deleted by the email filters at Wright-Patterson.
