Description
The Naval Sea Systems Command (NAVSEA) intends to award a contract modification to Contract N00024-05-C-4307 with Northrop Grumman Corporation, 65 Marcus Drive, Melville, NY 11747-4232 to increase ceiling for Fiscal Year 2009 Design Agent and Technical/Engineering Services in support of the AN/SPQ-9B Radar System Program. The contract supports special studies, failure analysis, engineering change proposal investigation and other on-going developmental efforts associated with the AN/SPQ-9B Radar System Program. This modification will continue these efforts under Contract N00024-05-C-4307 estimated to be $6,000,000 of design agent and technical engineering services for the AN/SPQ-9B Radar System Program through the end of Fiscal Year 2009. Northrop Grumman Corporation is the original equipment manufacturer (OEM) and the sole producer of the AN/SPQ-9B Radar System and is therefore the only known firm possessing the requisite technical expertise and engineering backgrou! nd to perform the effort in a cost-effective manner while supporting scheduled AN/SPQ-9B deliveries in support of United States Navy shipbuilding and ship deployment requirements for operational use. The contract modification will be awarded pursuant to 10 U.S.C. 2304(c)(1), only one or a limited number of responsible sources and no other type of supplies or services will satisfy agency requirements. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.303. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this! notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
