Description
NOTICE. This position is set-aside for an individual Computer Specialist. Applications from companies will not be considered; additionally, applications from active duty Navy personnel, civilian employees of the Navy, or persons currently performing services under other Navy contracts will not be considered without the prior approval of the Contracting Officer. Relocating, travel and housing expense will not be paid. Note: 2 Contract positions for FY08 funds / Req: N6809608RC23118/23119. 1 Contract position for FY09 Funds / Req: N6809609RC90040 (subject to availability of funds). DUTIES AND RESPONSIBILITIES. Provide general hardware and software support for the users of the USNH Guam AIS as identified. Provide assistance by receiving technical assistance request calls via telephone, electronic mail, web, paper mail, fax and in-person requests. Carefully record and document all technical assistance requests. Produce and maintain monthly reports of Information Management Department workload, utilizing the standard Help Desk Request History template. Screening, analyzing and resolving a variety of hardware and software problems and other system user requests. Redirect assistance requests to proper system specialists, network & database administrators, AIS security officers, training coordinators, and contractors for most efficient solution to customer needs. Assist users in overcoming functional problems within the system by providing diagnosing and providing assistance in accordance with routine practices and procedures at USNH Guam. This includes, but is not limited to freeing user devices from software/ hardware lockup status and restoring them to service. Respond within one hour to computer-related trouble tickets. Problem resolution will depend on the type of problem encountered; therefore, a response and resolution may vary from minutes to hours. Assist in major software installations and upgrades. Perform other assignments as mutually agreed upon by USNH Guam to meet the on¬going needs for providing effective computer systems services to the users. PERSONNEL QUALIFICATIONS: Required to possess the following minimum levels of professional and technical experience. The specialized experience included as part of the required qualifications shall have been obtained in the fields of endeavor indicated by the following applicable labor category: Performs routine and recurring work in IT Department, Customer Support. Work involves responsibility for the delivery of customer support services, including installation, configuration, troubleshooting, customer assistance, and/or training, in response to customer requirements. Performs a variety of functions on a wide range of IM/IT issues, provides advice and recommendations on customer support IM/IT issues; conducts analysis and recommends resolution to problems and issues, and prepares and presents training. Works with higher-level IT Specialists who provides direction, assignments and reviews work. Specific instructions are provided for new or difficult assignments. A comprehensive working knowledge of IM/IT is gained from increasingly difficult on-the-job training and experience. Depending on the level, newness and complexity of the assignment, work may be checked for progress, completeness, adequacy, and adherence to instructions and procedures. Must have a minimum of twenty four (24) months of cumulative experience within the past five (5) year performing the duties described. Functions commonly performed by employees in this specialty may include: • Performing routine and recurring assignments in the specialty area; • Identifying and resolving basic issues and problems; • Drafting or updating manuals, documentation, instructions, and operating procedures using guidance provided; • Providing information and assistance to customers; • Completing portions of a larger project or program; • Researching, gathering, drafting and presenting data or other information. • Diagnosing and resolving problems in response to customer reported incidents. • Researching, evaluating, and providing feedback on problematic trends and patterns in customer support requirements. • Developing and maintaining problem tracking and resolution databases; • Installing, configuring, troubleshooting, and maintaining customer hardware and software; • Executing and managing customer service performance requirements; • Executing customer support policies, procedures, and standards; • Providing customer training; • Providing advice and assistance to customers; • Organizing vendor demonstration sessions for other specialists • Ensuring the rigorous application of information security/information assurance policies, principles, and practices in the delivery of customer support services. SPECIAL REQUIREMENTS. Provide three references from either current or prior employers as to the individual technical capabilities, work ethic, character, professional skill, competencies, end-user rapport, training abilities, etc. References must include name, title, and phone number, date of reference, address of the individual providing reference. If providing a reference letter, it must have been written within the preceding 2 years. Be eligible for U.S. employment and DOD Computer network access. Familiar with Windows XP operating system and Microsoft Office Suite of software products. Qualified to operate in a secure network. Able to train users on generic operation of PCs and Microsoft Office Suite. You shall be on duty in Information Management Department Monday-Friday for an 8-hour period during the hours of 0730-1600.
