Description
Andersen AFB has a requirement for wireless communication access between and within the Marianas Region and the Continental United States (CONUS). The contractor shall provide wireless service for all Department of Defense(DoD) components and any other Federal activity requesting service. The contractor shall provide equipment that operates on their system for sale or lease, as specified on the requesting activity’s delivery order. The contractor will initially provide a minimum of 75 handsets capable of displaying signal strength, roaming, text messages, voice mail, and caller-ID, and 75 compatible Common Access Card readers that meet Command specifications and requirements (PACAF currently requires BAI CAC Card readers.). The following features shall be available on each access line unless otherwise stated: Unlimited minutes for Local Calling, Call-Waiting, Caller-ID, unlimited roaming, Three-way Conferencing, Voice mail, Call-Forwarding, unlimited text-messaging and unlimited e-mail/internet access. Contractor will provide 3 plans ( See Para 1.1.2.1, 1.1.2.2, and 1.1.2.3) that will accommodate the needs of different users. Wireless data services will be provided by the contractor in the manner described below. a.Andersen AFB requirements: The initial devices will utilize unlocked TREO 750 Win Mobile V. 6, with software installed per the customer’s direction, and no additional software will be installed without the prior written consent of the customer. Customer reserves the right to add additional handset models to this agreement. b.Navy and/or other customers: Other military organizations who wish to use this contract may have other device requirements (Blackberry). Those organizations who wish to utilize this contract will specify their device requirements at the time of service activation. Services provided will not include 1-900 or collect calls. The contractor will maintain their system and end-user equipment to ensure the best possible coverage. The contractor will ensure a highly trained staff is readily available to process orders and resolve user problems. The contractor will train users to use equipment and features to their fullest extent in keeping with commercial standard practices. Additionally the contractor will ensure the designated POCs receive ample training to support on-going training requirements. The contractor will provide monthly electronic and paper (upon demand) bills for services provided. At a minimum Edge/3G signaling must be used. The devices must be able to utilize a Blue Tooth Common Access Card (CAC) device. Service and signal strength shall be available, uninterrupted and clear throughout all areas of each island, among the named islands (See Para1.1.2) and CONUS. The contract will become active upon award. The following are the criteria for evaluating the cellular data contract listed in order of precedence from highest to lowest in accordance with FAR 15.305: a. Network type b. Coverage c. Price Network type and Coverage, when combined, are more important than price. Discussions may or may not be held with offeror; therefore, the initial proposal of each offeror should be complete and accurate. All work will be performed on the island of Guam. The required period of performance will start 27 September 08 through 26 September 09. Award will be made to the offeror whose proposal represents the best value to the Government.
