Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Installation Contracting Command, Contracting Center of Excellence (CCE), Pentagon, on behalf of the Office of the Chief of Staff, Army intends to procure a hotel and conference room facility in the Washington D.C. metropolitan area to award a purchase order for the Chief of Staff, Army Retired Four Star General Officers Conference to be held from 30 September 2008 - 1 October 2008. This action will result in a Firm Fixed Price contract with no option periods. Solicitation number W81NRC-8240-0001-000 is applicable and is issued as a request for quote (RFQ) using Simplified Acquisition Procedures under FAR 13. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-03. The NAICS code for this contract action is 721110 with a small business size standard of $7,000,000.00. The anticipated award date is 19 September 2008. All responsible sources may submit a quote, which will be considered. Offeror quotes will be evaluated on the basis of price and the ability to delivery services listed in the Performance Work Statement. All quotes must be submitted to the Point of Contact (POC) via email no later than 18 September 2008; 5:00PM EST. Quotes shall be submitted via email to the Point of Contact (POC), Elijah Gross at elijah.gross@us.army.mil PERFORMANCE WORK STATEMENT REQUIREMENT The Chief of Staff, Army (CSA) Retired Four Star General Officers Conference will be held from 30 September - 1 October 2008. The conference will include a spouse program for the General Officers spouses. The conference is necessary to ensure that the Retired Four Star General Officers and their spouses have the correct and current information to provide the best continued ambassadorial support to the Army. PURPOSE To provide the Retired Four Star General Officers (GOs) an update on the Armys direction, current initiatives, and insight to our current class of Active Duty Four Star General Officers. DESCRIPTION OF SERVICES 1. FACILITIES a. Invitees: All Army Retired 4-Star GOs and their spouses, and select members of the Army staff b. Conference room for one general session (50 personnel in a U-shape) for the Retired Four Star Officers c. Conference room for one general session (35 personnel in round tables of 8) for the spouses program d. Two offices for administrative requirements (35 escorts/admin support personnel) e. Adequate space to facilitate meals (breakfast, lunch, and a dinner) f. Lodging for 50 of the Retired Four Star General Officers and their spouses g. Continental breakfast, lunch, morning and afternoon breaks (coffee and snacks) and a reception/dinner on 1 October 2008. h. Audio visual that can be contracted to augment AMVID equipment 2. CONTRACTOR TASKS. The contractor shall perform the following principal tasks in support of the 4-Star Conference: a. The contractor shall assist the OCSA conference POC or COR with the following: coordinate conference/seminar facilities, lodging, meals, and related activities for escorts, admin support personnel, and participants. b. The contractor will reserve schedule, accommodations/meeting space, meals/menus, and coordinate location selection as directed by the COR. c. The contractor shall conduct appropriate briefings to the COR upon request. d. The contractor shall conduct periodic assessments of the program and provide them to the COR during the normal IPR process for continued development of the conference. 3. CONTRACTOR DELIVERABLES a. The contractor shall report progress to the COR on the status of the conference to include completed planning activities, problems encountered or anticipated, and projected activities. b. The contractor shall report the financial status of the conference to the COR. 4. GOVERNMENT TASKS a. COR shall appoint a conference POC from the Army Staff to gather information from the contractor, conduct and arrange meetings as appropriate, and serve as primary liaison between contractor and OCSA. b. COR shall provide the list of conference attendees prior to start of the conference. c. COR shall coordinate appropriate security and classification requirements with the contractor prior to the start of the conference. 5. CONTROL PROCEDURES. The COR will be the governing authority for the effort and will assure necessary Government coordination and input. 6. PERIOD OF PERFORMANCE. The conference and spouses program will be held 30 September 2008 through 1 October 2008.
